Beard, Director of Parks, Recreation& Community Services SUBJECT: New Program Approval - Re-Use of the Zoeter Hockey Rink Site SUMMARY OF REQUEST: That Council approve the use of the Zoeter hockey rink as a supervised skateboard/in-line skating facility. BACKROUND: In an attempt to increase programming for the City's preteen and teenage population, the Parks, Recreation and Community Services Department is proposing to redirect the use of the Zoeter hockey rink. The City has been petitioned by both the potential users (Seal Beach youth) and their parents to provide an activity center focusing on a safe, acceptable place to skate and ride skateboards. The Zoeter rink, originally developed to serve a hockey audience that is no longer utilizing the facility, provides a good, contained site for a supervised program. The proposed operational plan, subject to Council approval, is as follows: • Hours of operation are anticipated to be 3pm to 5pm, Monday through Friday. • Saturday and Sunday hours are anticipated to be Noon to 5pm. • One paid staff member will supervise the rink. • Each user of the rink will require an identification card, much like a school ID. Prior to receiving the pass, a liability form must be signed by a parent or legal guardian. Each participant will Have an emergency card on file. Each participant will receive a set of rules and regulations including the use of safety equipment. • No participant will be allowed on the site without knee, elbow and wrist pads and a helmet. (Rental equipment will be available on site for those who do not have protective equipment) • Fees for the skating sessions are anticipated to be Seal Beach resident- $2.00 Non resident - $4.00 We are anticipating a maximum of 15 participants in the rink at one time. All the above will be subject to change following a period of evaluation. The owners of INFLIGHT and Avalon Homes are supporting this effort. Without their generous input and the support of local parents, this project would be months behind our anticipated opening date of Spring Break, if Council so approves. /+ Agenda Item • Attached for your review are examples of the types of ramps, which will be available at the rink. FISCAL IMPACT: There is no fiscal impact to the approved budget as a result of this action. It is anticipated that participation revenues will support the staff supervision cost. A fundraising effort will support the purchase of the ramps. The owners of INFLIGHT have offered to purchase the ramps at their cost to be reimbursed following the fundraising effort. RECOMMENDATION: Approve the remodeling of the Zoeter site to accommodate the new use and authorize the City Manager or his designee to expedite the program in a fiscally responsible manner. % rI� r Nancy L.
