Till, City Manager From: Lee Whittenberg, Director of Development Services Subject: REVIEW and APPROVAL - Archaeological Services for Bixby Old Ranch Towne Center Project, Seal Beach - KEA Environmental SUMMARY OF REQUEST Concur with determination of the Archaeological Advisory Committee and Approve Proposal for Archaeological Services, with any modifications determined appropriate. DISCUSSION The Archaeological Consultant has submitted the subject proposal to the Archaeological Advisory Committee for review and provision of any requested amendments. The Committee reviewed and discussed the subject document to ensure the concerns of the Committee are adequately addressed within the proposed document. The current document was determined by the Committee to be inadequate to meet the concerns of the Committee, it is appropriate for the Council to concur with the determinations of the Committee and approve the subject scope of work for the Bixby Old Ranch Towne Center project. The City Council may determine if additional amendments to the subject document are deemed appropriate. A copy of the letter proposal submitted by KEA Environmental is provided as Attachment 1. A copy of the approval memorandum from the Archaeological Advisory Committee is provided as Attachment 2. RECOMMENDATION Concur with determination of the Archaeological Advisory Committee and Approve Proposal for Archaeological Services, with any modifications determined appropriate. (KEA)is pleased to have the opportunity to respond to your request for a Letter Proposal and Phase I Scope of Work for Archaeological Survey Services. We have carefully reviewed the Request for Proposal and are confident we understand the project and can provide the requested services. Based on our conversation with Dr. Cleland, KEA has prepared a proposal that addresses the pedestrian survey of the project area and limited subsurface investigations.Our proposal outlines KEA's understanding of the project, and provides a proposed scope of work, schedule, and costs. Understanding of the Project The Bixby Old Ranch Towne Center Project involves a development consisting of a variety of commercial/ retail,hotel,restaurant,senior care,recreational and institutional land uses. A Draft Environmental Impact Report(DEIR)has been prepared for the project and the City Council has passed Resolution 4660,certifying the DEIR. The City has identified the need for a Phase I Archaeological Survey of approximately 40 undeveloped acres of the planned development. Based on information provided in the DEIR and the certification, there are no known cultural resources located on the project parcel; however,archaeological sites do exist within a mile of the project. In order to address the issue of possibly unidentified cultural resources being present,the City has decided to proceed with a Phase I intensive pedestrian survey. Scope of Work Coordination with the City and Archaeological Advisory Committee Upon receipt to Notice to Proceed, KEA will contact the City to arrange to review all pertinent existing information regarding the project area,and to coordinate with the City-appointed Native American monitor. A date for the survey will be determined in coordination with the City. After the field work is completed, KEA will telephone the Development Director, or his designee to provide preliminary results of the field work. After the Draft Technical Report is prepared and submitted, KEA will meet with the Archaeological Advisory Board to address any questions they may have regarding the project. Mr. Lee Whittenberg,Director City of Seal Beach February 4, 1999 Page 2 Prefield and Field Investigations Prefield efforts will involve coordinating the timing of the Phase I survey with the City and the Native American monitor. Existing information regarding the history of the parcel will be reviewed. Of particular concern are past activities that could affect the visibility and integrity of archaeological resources that may be present. The survey will be conducted by a qualified archaeologist. The archaeological team, accompanied by the City-appointed Native American monitor,will walk over the project parcel at a 5 m(16-foot)survey interval. Linear transects will be walked across the entire parcel. Field observations of existing conditions such as soil type,vegetation,and level of disturbance will be noted. Road cuts and rodent back dirt will be carefully inspected for evidence of cultural material. Isolated cultural finds will be recorded on Department of Parks and Recreation (DPR) Primary forms. Sites will be documented on DPR Primary and Archeological site records. Appropriate attachments such as a USGS map location and a scaled sketch map will be included. Locations of sites and isolated finds will be recorded using a submeter Global Positioning System(GPS). To supplement surface observations,seven shovel test pits(STPs)will be distributed throughout the project area. Some of the test pits will be placed in areas deemed likely to contain cultural material based on surface observations,while the remaining STPs will be distributed across the parcel at a standard interval. The STPs will be rectangular and 30 x 30 cm in size, and will be hand excavated in arbitrary 10 cm levels, normally to a maximum depth of 50 cm. All excavated material will be screened through 1/8-inch screen mesh. Cultural material will be collected from the screens,placed in labeled a bags,and taken to KEA's laboratory for analysis. Should any human bone be encountered during the excavation,the excavation in that area will cease and KEA will immediately contact the Director of the Department of Development Services,who will contact he Coroner. Technical Report KEA will prepare a Technical Report documenting the background research, field investigations, and analysis. The report will conform to the guidelines of the State Office of Historic Preservation for Archaeological Resource Management Reports. The report will describe the field and laboratory methods employed,document Native American involvement in the project,and provide recommendations regarding the potential significance of any resources identified. After submittal of the Draft Technical Report,KEA will meet with the City's Archaeological Advisory Committee. Comments received from the City will be incorporated in the Final Technical Report. Schedule Upon receipt of Notice to Proceed, KEA will contact the City to coordinate the availability of the Native American monitor and the date for field work. It is anticipated that the survey will be conducted within two weeks of the Notice to Proceed. The Draft Technical Report will be submitted three weeks after completion of field work. The Committee has determined the proposed scope of work addresses the concerns of the Committee as reflected in adopted Mitigation Measure N-1 of the Final E1R for the Bixby Old Ranch Towne Center and in the discussion of the Committee on September 2, 1998.
