SUBJECT: ADDITIONAL CONCERNS OF CITY OF SEAL BEACH
RE PROPOSED SAN GABRIEL RIVER CONSERVANCY
SUMMARY OF REQUEST
Direct staff to notify various state legislators about additional concerns of the City of
Seal Beach regarding the proposed establishment of the San Gabriel River Conservancy.
BACKGROUND
Two pending and competing bills in the state legislature would establish a San Gabriel
River Conservancy. One bill (SB216) stresses the need for environmental and habitat
restoration efforts, while the other one(AB 1355) emphasizes the continued need for
flood control measures. Regardless of the legislative outcome, staff recommends that the
City notify local state legislators about our additional concerns regarding the proposed
San Gabriel River Conservancy (see attached outline).
FISCAL IMPACT
No fiscal impact.
RECOMMENDATION
That Council approve the attached outline and direct staff to prepare letters, for the
Mayor's signature,to be forwarded to local state legislators.

RE PROPOSED SAN GABRIEL RIVER CONSERVANCY:
The City of Seal Beach recognizes the efficacy of the proposed legislation
establishing the San Gabriel River Conservancy. However, the City believes
that the Conservancy should also recognize the importance of the following
issues regarding the San Gabriel River and the latter's impacts on the
community of Seal Beach:
• POLLUTION/URBAN RUN-OFF
• WATER QUALITY
• TRASH--which is carried by the river and ends up on the beaches of Seal
Beach. The City's annual cost of trash clean-up on the beach is approximately
$200,000. Trash clean-up should be viewed by the Conservancy as a regional,
and not just, a local problem.
• 1,250,000 VISITORS UTILIZE THE BEACHES OF SEAL BEACH
ON AN ANNUAL BASIS
