Badum, Director of Public Works/City Engineer Subject: PROFESSIONAL ENGINEERING SERVICES SEAL BEACH BOULEVARD /WESTMINSTER AVENUE INTERSECTION IMPROVEMENTS, PROJECT #665 GENERAL DESCRIPTION: The proposed professional engineering services contract will provide planning, environmental, and engineering services in conjunction with the City's planned Seal Beach Boulevard/Westminster Avenue Intersection Improvements, Project, #665. DISCUSSION: The City is proceeding with a project to improve the intersection of Seal Beach Boulevard and Westminster Avenue to accommodate existing and future traffic needs. The project will include additional turning lanes, traffic signal, median, and alignment improvements. Due to the complexity and existing City staffing limitations, staff recommends that professional engineering firm be retained to provide these project development and environmental services. The project is proposed in two phases due to the timing of the Measure M funding allocations. The first phase will include the construction of an additional southbound left turn lane on Seal Beach Boulevard and modification of the traffic signal system with an interconnect to the existing signal on Westminster Avenue at Kitts Highway. The proposed scope of work will include the following: • Task 1 —Existing Data Research and Investigation; • Task 2—Aerial/Ground Topographic Mapping; • Task 3 —Traffic Analysis; • Task 4—Conceptual Engineering Studies to identify proposed and future phase II capacity and alignment improvements; • Task 5 —Environmental Documentation; • Task 6—Plans, Specifications, and Cost Estimate. 1 AGENDA ITEM/ Q 1 t Engineering Services-Seal Beach Blvd./Westminster Ave. Project City Council Staff Report April 12, 1999 The second phase project will construct additional through and left turn lanes on Westminster Avenue to improve the capacity of the intersection and realign Seal Beach Boulevard south of Westminster to improve safety. This second phase may require minor right of way acquisitions to accommodate the proposed improvements. This phase will be more completely identified during the phase I conceptual studies. Upon conclusion of a consultant selection process, City staff determined that Tetra Tech, Inc. is the most qualified consultant to perform the proposed work. A proposal has been obtained from Tetra Tech to perform the proposed services at a fixed amount not to exceed $40,000. Staff has reviewed the proposal and finds that the costs are based on appropriate manpower estimates and competitive hourly rates. Upon successful conclusion of this first phase project, a second contract for engineering services for the phase II project will be negotiated and submitted to Council for approval at a future date. FISCAL IMPACT Funds for the proposed work, $40,000, are presently available within the City's 1998/99 budget. This phase of the project will be fully funded under the Measure M Growth Management Area program. The future phase II project will be fully funded by additional Measure M funds under the Intersection Improvement Program. RECOMMENDATION City Staff recommends that the City Council authorize the City Manager to execute a professional services agreement with Tetra Tech, Inc. to provide planning, environmental, and professional engineering services in conjunction with the City's planned Seal Beach Boulevard/Westminster Avenue Intersection Improvement Project#665 at a cost not to exceed $40,000.
