Subject: STATE FUNDING REQUEST REPORT
GENERAL DESCRIPTION:
This informational item summarizes the City's recent State funding request for three
projects: Seal Beach Regional Bikeway($650,000); Seal Beach Ocean Water Quality
Program ($350,000); and Anaheim Bay Channel Environmental Quality Project ($50,000).
DISCUSSION:
The City recently received information that funding opportunities may exist within the
upcoming State budget for special projects of local and regional interest. City staff has
compiled and submitted the following three funding requests:
1) Seal Beach Regional Bikeway. This proposed project will design and construct the
final links in the County Coastal Regional Bikeway which extends from Santa Ana
River Bikeway in Newport Beach to the San Gabriel River Bikeway in Seal Beach.
The missing segments include an off-road bikeway along Pacific Coast Highway from
Anderson Street to Seal Beach Boulevard and an on-road, striped bikeway on Marina
Drive from Electric Avenue to the San Gabriel River Bikeway. The estimated cost of
this project is $870,000. It is proposed that the State fund 75% ($650,000) with the
County of Orange and the City sharing the remaining 25% ($220,00).
2) Seal Beach Ocean Water Quality Program. This proposed program will fund the
design and construction of a debris and trash boom in the San Gabriel River.
Additionally included is a request to fund supplemental beach cleaning equipment to
improve our beach cleaning operation. The estimated cost of this program is $350,000
and is proposed at 100% State funding.
3) Anaheim Bay Channel Environmental Quality Project. This project will fund the
removal of concrete debris and rubble from the former bridge over the Anaheim Bay
Channel. Upon removal of the concrete debris and rubble, the banks of the channel

will be restored to a natural state. The estimated cost for this project is $50,000 and is
proposed at 100% State funding.
Additional information regarding these projects is included in the attached funding request
package.
FISCAL IMPACT
The City is requesting State funding in the total amount of$1,050,000. If the City's
funding request is successful, it will be necessary to budget matching funds in the amount
of$110,000 within the City's 1999/2000 budget.
RECOMMENDATION
City staff recommends that City Council receive and file the above State funding requests.
