Badum, Director of Public Works/City Engineer Subject: MARINA DRIVE BRIDGE REPLACEMENT BRIDGE TYPE SELECTION REPORT GENERAL DESCRIPTION: Receive and File the Structure Type Selection Report for the San Gabriel River Bridge at Marina Drive, BR. NO. 53C-0029 and authorize the transmittal of a letter supporting the report recommendations to the Long Beach City Council. DISCUSSION: The City's design engineering firm, J. Mueller International (JMI), recently completed the Structure Type Selection Report for the San Gabriel River Bridge at Marina Drive. In general, the report makes three primary recommendations as follows: 1) Structure Type—Based upon cost and seismic considerations, the replacement bridge is recommended to be a cast-in-place/prestressed box girder structure with cast-in- steel-shell piles. 2) Traffic Lane Configuration—The results of the traffic analysis indicate that the capacity of the existing four lane bridge exceeds the existing and future projected traffic volumes. In an effort to reduce costs and improve pedestrian and bicycle safety it is recommended that the replacement bridge accommodate one traffic lane in each direction with bicycle lanes and 10' wide sidewalk on the ocean side of the bridge. 3) Construction - Three alternatives were investigated: complete closure during construction of a new bridge; two phased construction of a new bridge with two lanes maintained; and two phased construction of a new bridge with one lane maintained. The report recommends the full closure of the bridge during construction in order to save over $1,000,000 and shorten the duration of the project construction time by over one year. The potential savings and reduction of impacts to adjacent residents and businesses make the one year closure of the bridge the most effective and efficient alternative. To mitigate any negative impacts to the adjacent businesses, detour signing which emphasizes that business are open and depicts alternative routes can be installed on Pacific Coast Highway. 1 AGENDA ITEM (2. Marina Drive Bridge City Council Staff Report April12, 1999 FISCAL IMPACT The State has committed to funding 88% of the total cost up to $5.7 million. Depending on the alternative chosen, each City would be responsible for$209,000 to $264,000. RECOMMENDATION City staff recommends that City Council receive and file the Structure Type Selection Report for the San Gabriel River Bridge at Marina Drive, BR.
