Badum, Director of Public Works/City Engineer Subject: APPROVAL OF PLANS, SPECIFICATIONS, & ESTIMATES FOR THE CONSTRUCTION OF CENTRAL AVENUE/4TH STREET ROUNDABOUT, PROJECT NO. 803 GENERAL DESCRIPTION The proposed City Council action will approve the plans, specifications, and estimates and authorize Staff to initiate the bidding process so that a contract may be awarded on May 24, 1999 for the construction of the Central Avenue/4th Street Roundabout, Project #803. DISCUSSION: The proposed approval of plans and specifications is the next step in the implementation of the City's traffic calming plan for Central Avenue and 4th Street. The basic objective is to reduce vehicle speeds through the residential neighborhood. The project will construct a 20' diameter raised planter with a 3' rolled curb perimeter and diverter islands on each leg of the intersection. The project will also include the planting of a 36" box tree, groundcover, irrigation, and safety lighting. Upon completion of the project, the City will monitor speeds, volumes, and overall function and report back to City Council with the results. The plans and specifications were completed by City staff and W.G. Zimmerman Engineering. Upon the successful bidding process and award of a contract, the project should be completed by early July. FISCAL IMPACT: Funds in the total amount of$50,000 are currently available within the City's Capital Improvement program budget to construct these improvements 1 AGENDA ITEM Central Avenue/4th Street Roundabout City Council Staff Report April 12, 1999 RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, authorize staff to initiate the public contract bidding process.
