BOULEVARD /WESTMINSTER AVENUE
LANDSCAPE, ENVIRONMENTAL ENHANCEMENT
AND MITIGATION GRANT PROGRAM
GENERAL DESCRIPTION:
The proposed professional contract will provide planning, conceptual design, and project
management services in conjunction with the City's Seal Beach Boulevard/Westminster
Avenue Landscape Project under the State's Environmental Enhancement and Mitigation
Grant Program.
DISCUSSION:
In 1989, the State Legislature established the Environmental Enhancement and Mitigation
(EEM) Program. This program provides for funding for additional mitigation to
environmental impacts caused by new or modified public transportation facilities. The
City was successful in receiving a grant in the amount of$235,000. The proposed project
will construct landscaped medians and parkway improvements on Seal Beach Boulevard
and Westminster Boulevard. The project will be a cooperative effort between the City,
U.S. Navy, the Hellman Ranch development, and the Orange County Conservation Corps.
Due to the existing City staffing limitations, staff recommends that professional landscape
design firm be retained to provide project design and management services. Upon
conclusion of a consultant selection process, City staff determined that Integrated Urban
Forestry is the most qualified consultant to perform the proposed work. A proposal has
been obtained from Integrated Urban Forestry to perform the proposed services at a fixed
amount not to exceed $6,400. Staff has reviewed the proposal and finds that the costs are
based on appropriate manpower estimates and competitive hourly rates.

FISCAL IMPACT
Funds for the proposed work, $6,400, are presently available within the City's EEM grant
funds.
RECOMMENDATION
City Staff recommends that the City Council authorize the City Manager to execute a
professional services agreement with Integrated Urban Forestry to provide planning,
conceptual design, and project management services in conjunction with the City's Seal
Beach Boulevard/Westminster Avenue Landscape Project at a cost not to exceed $6,400.
