Subject: PARKING METER SERVICE CONTRACT BETWEEN
CITIES OF LONG BEACH AND SEAL BEACH
SUMMARY OF REQUEST
Request Council approval of parking meter service agreement with City of Long Beach.
BACKGROUND
Seventy-seven parking meters were installed in the Main Street municipal parking lots in
February of 1999. The servicing of these meters—maintenance, repair, coin collection
and software tracking—is a highly specialized function. No employees within the City of
Seal Beach were certified to perform these specialized tasks on electronic parking meters.
Accordingly, staff ascertained that the City of Long Beach Public Works Department
could provide all of the required parking meter services.
Representatives from the City of Long Beach agreed to enter into a one-year service
agreement in order to provide parking meter maintenance and collection services for the
City of Seal Beach. The term of this agreement will be for one year(February 1, 1999 to
January 31, 2000).
Long Beach will provide the following parking meter services:
• Coin collection twice per week between March 1 and October 31; once per
week between November 1 and February 28.
• Visually inspect each meter on a daily basis (Monday through Friday) for
"jam-ups," broken parts, graffiti, etc.
• Periodically perform audit service with hand held data terminal on each meter.
• Perform repair services when necessary.
The following services are excluded from the service agreement:
• Long Beach will invoice Seal Beach for parts that cost more than $100.00, at
the actual cost plus twenty percent (20%).
• If Seal Beach requests services in addition to those already identified, Seal
Beach shall pay for the parts and labor related to those services, i.e., the actual
cost of the parts plus twenty percent(20%) and labor at the rate of$49.00 per
hour.
• Seal Beach will provide parking meter batteries.
• Emergency repairs and repairs due to vandalism are not considered routine
maintenance. g

FISCAL IMPACT
City of Long Beach will provide maintenance and collection services for $10,000 on an
annual basis. This appropriation is reflected in the budget as a net value from estimated
parking revenues.
RECOMMENDATION
Council approve the one-year service contract and direct staff to execute the agreement
between the cities of Long Beach and Seal Beach.
