Subject AWARD PROFESSIONAL SERVICES AGREEMENT -
CITY WIDE TRAFFIC VOLUME STUDY #709
GENERAL DESCRIPTION
The proposed action will execute a professional services agreement in the amount of
$10,000 to retain Newport Traffic Studies to perform traffic counts at a various
locations through out the City.

DISCUSSION:
Traffic counts determine the number of vehicles that pass a specific point in the road.
This data is important for traffic flow, planning and development competition in
OCTA funding programs, and requirements from the state for HPMS and other
programs. The last City wide traffic count was performed in 1993.
At a minimum, counts will be taken along the streets identified in the City's
Circulation Element These are classified into major roads, primary roads,
secondary, and principal roads. Once the data is obtained, additional counts will be
taken at various local streets and used for a comparison rating in the City's
pavement management plan. Although the funds will be encumbered,work will not
begin until mid-summer to get a more accurate picture of the peak volumes.
The purpose of this contract is to hire a qualified firm to perform professional
services to perform these counts. Newport Traffic studies has been in business for
over 18 years and performed work for numerous cities, counties, and regional
planning agencies including Garden Grove, Yorba Linda, Mission Viejo, Stanton,
and Laguna Niguel.They are well qualified to perform this work.

Funds in the amount of$10,000 are available within the 98-99 budget in account
number 001-49709-049 for the City wide traffic volume study. These funds need
to be encumbered and carried over into next year's budget.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Authorize a budget amendment to encumber$10,000 into next year's budget.
2. Authorize the City Manager to execute a professional services agreement with
Newport Traffic Studies to perform City Wide Traffic Volume Study at a cost not
to exceed $10,000.
