Subject: AWARD PROFESSIONAL SERVICES AGREEMENT —
FEDERAL AID/ADMINISTRATIVE SUPPORT FOR
SEAL BEACH BOULEVARD AHRP PROJECTS
GENERAL DESCRIPTION
The proposed action will execute a professional services agreement in the amount of
$5,650 to retain Project Advisory Services to perform technical and administrative
support for the Seal Beach Boulevard Rehabilitation projects.
DISCUSSION:
This year, the City had competed and won funding for two rehabilitation projects on
Seal Beach Boulevard as part of the Federally Funded Arterial Highway
Rehabilitation Program administered through OCTA. Recently, the City of Seal
Beach received written authorization from the State and the Federal government to
begin design work on the both AHRP projects for Seal Beach Boulevard: Lopez to
Westminster, Westminster to Beverly Manor.
Federally funded projects require extensive administrative review and
documentation. There is a time consuming learning curve for the federal process
involved. All work must be performed in accordance with the state's local program
manual. Failure to follow all the rigorous guidelines can result in local agencies
losing their funds during a post audit.
The purpose of this contract is to hire a qualified firm to perform professional
services to perform these administrative and engineering functions for this project.
This can free up staff time to focus on more important issues to the community.
Project Advisory Services comes recommended and the City of Tustin has retained
them to do the same work for their AHRP projects. Their project manager used to
teach courses at ITE on this subject for local agencies.

FISCAL IMPACT:
Funds in the amount of$5,650 are available within the 98-99 budget in account
number 040-49754-044 for this work. These gas tax funds are part of our match
for this specific project and can not be used for non-project specific purposes. No
general funds are being used for this agreement.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Authorize the City Manager to execute a professional services agreement with
Project Advisory Services to perform administrative and technical services not to
exceed $5,650.
