Subject: AWARD BID — STREET SEALING, PROJECT 674
GENERAL DESCRIPTION
The proposed action will award the construction contract to seal various streets to
the lowest responsible bidder, Asphalt Maintenance Company, in the amount of
$64,605.10 and authorize the City Manager to execute same.
DISCUSSION:
The proposed project will seal various street pavements within the City. Sealing
extends the effective life of asphalt concrete pavements by placing a protective
seal over existing pavement surfaces that are just beginning to show signs of
wear. It can also be applied to streets in average condition to slow the
deterioration before a maintenance overlay can be performed, but it will not stop
reflective cracking.
Slurry seal requires that the street be closed to traffic for the entire day until it
properly cures. The residents are notified 48 hours in advance and no-parking
signs are placed along the street. Some times tire tracks or gouges can appear
because of wheel turn movements. While this will affect only the appearance of
the streets and many times is unavoidable, much of this will disappear with time
and traffic.
Sealing allows the City to stretch pavement rehabilitation funds and maintain a
higher level of pavement quality. For every dollar spent maintaining existing roads
the Cihj can save 4-5 dollars to prevent more costly overlays and re-constructions. Staff
has completed the plans and specifications.
In May, City council approved the plans and specifications for this project. Five
bids were received and opened by the City Clerk on June 23,1999 as listed below:

The low bidder, Asphalt Maintenance Company, is properly licensed to do the work
and has appropriate work experience as well as being the lowest responsible bidder
for the project.
A construction contingency of 10% is adequate. Construction management,
administration, and inspection will be at an hourly not to exceed 10% of the project
total.
Any remaining monies remaining after the project, can be re-programmed into the
next street on the City's pavement management plan.
FISCAL IMPACT:
Funds are currently available in the Annual Pavement Rehabilitation Program
041-49674-044.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Award the construction contract for Street Sealing, Project 673 to Asphalt
Maintenance Company in the amount of$64,605.10. Authorize the City Manager
to execute the contract for same.
