Subject: AWARD BID — HARVARD LANE OVERLAY,
PROJECT 673
GENERAL DESCRIPTION
The proposed action will award the construction contract to overlay Harvard Lane
to the lowest responsible bidder, R.J. Noble Company, in the amount of$173,028.40
and authorize the City Manager to execute same.
DISCUSSION:
The proposed project will rehabilitate the pavement at Harvard Lane. The work
will consist of grinding the edges of pavement adjacent to the curb, applying a
leveling course, placing a rubberized chip seal, and then placing a layer of
rubberized asphalt. City staff completed the plans and specifications for this
project. Five bids were received and opened by the City Clerk on June 23,1999 as
listed below:

The low bidder, R.J. Noble Company, is properly licensed to do the work and has
appropriate work experience as well as being the lowest responsible bidder for the
project.

A construction contingency of 15-20% is necessary due to the possibility of poor sub-
base,soil and low groundwater. Construction management, administration, and
inspection will be at an hourly not to exceed 10% of the project total.
Any remaining monies remaining after the project, can be re-programmed into the
next street on the City's pavement management plan.
FISCAL IMPACT:
Funds are currently available in the Annual Pavement Rehabilitation Program
040-49673-044.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Award the construction contract for Harvard Lane Overlay, Project 673 to R.J.
Noble Company in the amount of$173,028.40. Authorize the City Manager to
execute the contract for same.
