Council Member Moore led the Pledge of Allegiance. ROLL CALL Present: Mayor Varipapa Council Members: Deaton, Massa-Lavitt, Moore, Sustarsic Absent: None City Staff: Craig A. Steele, City Attorney Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Commander Phil Gonshak, Seal Beach Police Department Chief Joe Bailey, Marine Safety/Lifeguard Department Victoria L. Beatley, Director of Finance/City Treasurer Steve Myrter, Director of Public Works Crystal Landavazo, Interim Director of Community Development Robin L. Roberts, City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS ORDINANCES City Attorney Craig Steele noted that Staff has pulled Item I until a date uncertain for discussion with all stakeholders including telecommunication providers. Council Member Sustarsic pulled Items F and H from the consent calendar for separate consideration. City Clerk Robin Roberts stated the City Clerk's office received and distributed various communications regarding several items that are available for the public. PRESENTATIONS / RECOGNITIONS • Pier Update • SoCal Gas Public Affairs Manager Introduction ORAL COMMUNICATIONS Mayor Varipapa opened oral communications. Speakers: Chuck Feenstra, Seth Eaker, Joyce Ross-Parque, and Robert Goldberg. CITY ATTORNEY REPORT City Attorney Steele indicated he had nothing to report. CITY MANAGER REPORT City Manager Ingram introduced James Peterson who spoke regarding a Southern California Edison planned power outage in Old Town. At the request of City Manager Ingram, Finance Director Beatley provided clarification regarding the intent of the interactive financial model that was provided at the previous City Council meeting. COUNCIL COMMENTS Council Member Massa-Lavitt discussed senior transportation and encouraged Leisure World to subsidize the bus route to Main Street. She indicated Leisure World residents enjoy visiting the Pier and it is a very popular destination. Council Member Sustarsic reminded residents of the two upcoming Senior Transportation Open House events. She attended National Night Out, College Park East Neighborhood Association (CPENA) Kids Swap meet, and the Junior Lifeguard Banquet. Council Member Sustarsic expressed her appreciation to Chief Bailey and his staff for all their hard work that goes into the Junior Lifeguard Program that keeps kids ocean safe. Lastly, she provided information on the Summer Send-off event that will be held on Saturday, August 18th co-sponsored by the City of Seal Beach and CPENA. Mayor Pro Tern Deaton spoke regarding her love for the Junior Lifeguard Program. She indicated she attended the Shakespeare by the Sea event and encouraged participation next year. Additionally, she thanked the Police Department for their quick response handling an incident that took place in town and noted she's backing the badge. Council Member Moore indicated he attended National Night Out and thanked the Police Department for a great event. Additionally, he thanked the Public Works Department on behalf of the gardeners for the gravel they laid on the dirt road at Edison Park. Mayor Varipapa indicated that he attended National Night Out and the last Concert in the Park event. He spoke regarding the Junior Lifeguard Program and indicated the Lifeguard Department does a great job. Mayor Varipapa mentioned school started August 8th and encouraged safe driving in school zones. Lastly, he requested a 1St Street update at the next City Council meeting and thanked staff for the Pier update. COUNCIL ITEMS There are no council items. CONSENT CALENDAR Deaton moved, second by Moore, to approve actions on the consent calendar with the exception of Item F and H which was pulled by Council Member Sustarsic for separate consideration. A. Approval of July 23, 2018 City Council Minutes - That the City Council approve the minutes of the Regular City Council meeting held on July 23, 2018. B. Demands on City Treasury (Fiscal Year 2019) — August 13, 2018 — Ratification C. Monthly Investment Report, July 31, 2018 - Receive and file. D. City of Seal Beach Strategic Plan - Six Month Strategic Objectives Update - That the City Council receive and file the City of Seal Beach Six-Month Strategic Objectives update. E. Award and Authorize the City Manager to Execute a Construction Contract with Golden State Constructors for the 2018 Annual Concrete Repair Program Project CIP ST1802 - That the City Council adopt Resolution 6855: 1. Awarding a construction contract to Golden State Constructors in the amount of $39,113 and rejecting all other bids; 2. Authorizing the City Manager to approve contract changes not to exceed $4,000; and 3. Authorizing the City Manager to approve payments for inspection not to exceed $4,000. (Pulled for separate consideration by Council Member Sustarsic) F. FY 2018 2019 Annual Slurry Seal Program Project CIP ST1901 Award Construction Contract That the City Council adopt Resolution 6856: 1. Approving the plans and specifications for the FY 2018 2019 Annual Slurry Seal Program Project CIP ST1901; 2. Awarding a construction contract to Mission Paving and Sealing, Inc. in the amount of $216,941; 3. Authorizing the City Manager to approve contract changes not to exceed $21,700; and /1. $21,700. G. Authorize the City Manager to execute a Professional Services Agreement with Transtech Engineers, Inc. for Building Division Services - That the City Council adopt Resolution 6857 authorizing the City Manager to execute a professional services agreement with Transtech Engineers, Inc. for Building Division Services. •- - - .. . - --• - - - - —e. •.. -- -• Ida....- —- . FY 2018-2019 Annual Slurry Seal Program Project CIP ST1901 — Award Construction Contract - That the City Council adopt Resolution 6856: 1. Approving the plans and specifications for the FY 2018-2019 Annual Slurry Seal Program Project CIP ST1901; 2. Awarding a construction contract to Mission Paving and Sealing, Inc. in the amount of $216,941; 3. Authorizing the City Manager to approve contract changes not to exceed $21,700; and 4. Authorizing the City Manager to approve payments for inspection not to exceed $21,700. Public Works Director Myrter presented a comprehensive overview of the information provided in the staff report. Director Myrter addressed Council Member Sustarsic's inquiry about a bike trail as well as the striping and the thermoplastic indicating the striping plan will take what's existing right now and incorporate the newest "piano" design that increases the visibility for each intersection and will last the life of the slurry seal. He also explained that a class one bike trail in need of improvements was added to the proposed project in hopes of cyclists using the trail rather than the sidewalks. Deaton moved, second by Massa-Lavitt, to adopt Resolution 6856 approving the plans and specifications for the FY 2018-2019 Annual Slurry Seal Program Project CIP ST1901; awarding a construction contract to Mission Paving and Sealing, Inc. in the amount of $216,941; authorizing the City Manager to approve contract changes not to exceed $21,700; and authorizing the City Manager to approve payments for inspection not to exceed $21,700. Approve Inmate Communications Provider Contract - That the City Council adopt Resolution 6858: 1. Authorize the City of Seal Beach. through the Seal Beach Police Department, to enter into a contract between the City of Seal Beach and HomeWAV, LLC; 2. Allow the City Manager to execute on behalf of the City of Seal Beach ail contracts and proposals, including any extensions or amendments thereof and any subsequent contracts in relation thereto; 3. Accept there is no cost to the City of Seal Beach to procure, install or maintain the communications equipment; and 4. Accept the revenue sharing at 20% of inmate usage fees. Commander Phil Gonshak presented a comprehensive overview of the information provided in the staff report. In response to Council Member Sustarsic's inquiry, Commander Gonshak offered to give Council Members a tour of the jail to show them the set-up of the phones once installed. Massa-Lavitt moved, second by Varipapa, to adopt Resolution No. 6858 authorizing the City of Seal Beach, through the Seal Beach Police Department, to enter into a contract between the City of Seal Beach and HomeWAV, LLC; allowing the City Manager to execute on behalf of the City of Seal Beach all contracts and proposals, including any extensions or amendments thereof and any subsequent contracts in relation thereto; accepting there is no cost to the City of Seal Beach to procure, install or maintain the communications equipment; and accepting the revenue sharing at 20% of inmate usage fees.
