The Oversight Board for the Successor Agency to the Seal Beach
Redevelopment Agency met for the special meeting at 5:00 p.m. in the City Hall
Conference room with De Facto Chair Deaton (Chair Deaton) calling the meeting
to order and leading the Salute to the Flag.
ROLL CALL
Present: Board Members: Nancy Nien, OC Department of Education
Jill R. Ingram, City of Seal Beach
Alayna Hoang, City of Seal Beach
Ellery Deaton, OC Board of Supervisors
Jon Regnier, Special District
Absent: Board Members: Sandra Massa - Lavitt, OC Board of Supervisors
Daniela Thompson, CA Community College District
Successor Agency Staff: Victoria L. Beatley, Director of Finance
Robin L. Roberts, Agency Secretary
ORAL COMMUNICATIONS
Chair Deaton opened oral communications. Speakers: None. There being no
speakers present, Chair Deaton closed oral communications.
BUSINESS MATTERS
1. Minutes of the Oversight Board Meeting of June 28, 2017 — Approve by
minute order.
Hoang moved, second by Nien, to approve the minutes of the Oversight Board
meeting of June 28, 2017.
AYES: Ingram, Hoang, Deaton, Regnier
ABSENT: Massa - Lavitt, Thompson
ABSTAIN: None
NOES: None

2. Recognized Obligation Payment Schedule for July 1, 2018 through June
30, 2019 - Staff recommends that the Oversight Board for the Successor
Agency to the Seal Beach Redevelopment Agency (the "Oversight Board ")
adopt Resolution No. OB 18 -01 approving the Recognized Obligation
Payment Schedule for the annual period from July 1, 2018 through June
30, 2019 ( "ROPS 18 -19 ").

Regnier moved, second by Nien, to adopt Resolution No. OB 18 -01 approving
the Recognized Obligation Payment Schedule for the annual period from July 1,
2018 through June 30, 2019 ( "ROPS 18 -19 ").

3. Administrative Budgets for the Six -Month Fiscal Periods from July 1, 2018
through December 31, 2018 and from January 1, 2019 through June 30,
2019 — Adopt Resolution No. OB18 -02 approving Successor Agency's
Administrative Budgets for the six -month periods from July 1, 2018
through December 31, 2018 ( "Administrative Budget 18 -19A ") and from
January 1, 2019 through June 30, 2019 ( "Administrative Budget 18- 19B ").
Regnier moved, second by Deaton, to adopt Resolution No. OB18 -02 approving
Successor Agency's Administrative Budgets for the six -month periods from July
1, 2018 through December 31, 2018 ( "Administrative Budget 18 -19A ") and from
January 1, 2019 through June 30, 2019 ( "Administrative Budget 18- 19B ").

ABSENT: Massa - Lavitt, Thompson
ABSTAIN: None

ADJOURNMENT
With no objections, Chair Deaton adjourned the meeting at 5:45 p.m.
Pursuant to Health and Safety Code 341790) the all municipal Orange County
Oversight Boards were disseminated as of July 1, 2018. The County is the
Oversight Board for all municipalities thereafter

The Orange Countywide Oversight Board (OCOB) was established by Califon
Heath and Safety Code § 34179()).
