RESOLUTION No. ~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH. CALIFORNIA APPROVING THE CITY'S
PARTICIPATION IN THE HOUSING AND COMMUNITY
DEVELOPMENT PROGRAM OF THE COUNTY OF ORANGE
(YEAR XIX)
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOL VB;
WHEREAS, it is the intent of the City of Seal Beach to participate in the tiling of an application
with the County of Orange for a grant authorized under the Housing and Community
Development Act of 1974; and
WHEREAS, the Housing and Community Development Act of 1974 authorizes cities under 50,000
in population to enter into cooperative agreements with the county in which they are
located for the purpose of undertaking essential community development activities;
and
WHEREAS, the Federal government requires participating cities to provide certifications that the
funds will be obtained and utilized pursuant to Federal law and policy; and
WHEREAS, the City Council approves the following projects, in order of priority, to be included
in the City's grant proposal:
1. Interval House
Utilization of funds to provide financial assistance to Interval House towards its goal
of providing shelter. counseling and other related assistance to abused and battered
women and their children.

2. Youth Aftercare
Utilization of funds to provide additional recreation supervisors for after-school
programs. The funding would allow school aged children from low and moderate
income families to participate in Seal Beach Recreation sponsored after-school
activities which currently are available only at a cost.

3. Drug Counselinl!!Support GrOUD for Teenag:ers
Utilization of funds to help establish a drug counseling/support group for local
teenagers (Back on Track). As recommended by the Committee, the funding would
be used to rent a meeting place, help acquire guest speakers and fund a part-time staff
position As submitted by the proponent of this request, the program would also
include drug testing at a cost of approximately $30 per person per month (see
enclosed proposal). The Committee is not recommending funding for the drug testing
at this time.

4. Public Facilities and Improvements

The City would utilize funds to resurface residential streets throughout Old Town, the
City's Target Area. A number of street in Old Town are in bad need of repair. These
funds would the City to resurface a number of the most needy streets.

The City would utilize funds to repair and replace tree damaged sidewalks throughout
Old Town. The City's Target Area These funds will be utilized by the City in its
annual program to repair and replace tree damaged sidewalks throughout the Old
Town area.

Orange Careiliver Resource Center
I
Utilization of funds to provide financial assistance to the Orange Caregiver Resource
Center to aid in its goal of providing nursing care for brain-impaired adults, thereby
allowing the caring families to attend a two (2) day retreat from the rigors of care of
the brain-impaired adults. The proposed funding will provide nursing care for up to
five (5) families, allowing family members to attend the retreat.

7. Housin~ Rehabilitation Funds
The City will utilize funds to provide low interest grants and loans for housing
rehabilitation assistance to low and moderate income households. Low interest loans
will be available for necessary housing maintenance and grants will be available to
rectifY health and safety hazards or to provide energy conservation.

8. Financial Assistance for Dav Care Facilities
I
Additional funds for the day care assistance funded through PY's 16 and 17. The
City was awarded $20,000 for day care assistance to qualifYing low/moderate income
families during PY 16 and $7,500 during PY 17. This years' request is to maintain the
program initiated during year 16. The first $20,000 in funding has recently become
available to the City and the City is in the process of developing a program for
disbursement of the funds. Staff estimates the first assistance to low and moderate
income families will be available around February 1,992.

NOW, THEREFORE BE IT RESOLVED that the City Council ofthe City of Seal Beach does
hereby adopt the Housing and Community Development Block Grant Proposal and Certifications for
Program Year 19 (XIX).
