What grant is this?
The Public Works Department retained this consultant to provide assistance in preparing a
grant application for the 2018 Active Transportation Program (ATP),Cycle 4. This application
was for the Westminster Avenue Pedestrian/Bike Trail Gap Closure and Oasis Project.

SYNOPTEK
What type of computers were purchased here? Can we purchase from CDW or other large
reseller besides SYNOPTEK or at least price match to make sure we are getting competitive
pricing? They were Dell Optiplex desktop computers. We will pursue price matching against
the CDW in the future; however,we did a quick check and found in this instance that
Synoptek was able to find pricing that fared better than the CDW. Also, Synoptek does not
charge the City a set-up fee.

Could there be a bit more description in the accounting of what this is for? Yes
Item E:
Is there any chance the chemicals used in the dosing station could cause any harm in leaks or
other ways?
The chemicals that will be used at this site are the same chemicals currently being used by
Orange County Sanitation District as a part of their normal Odor Control Program at various
dosing stations throughout Orange County. The District follows strict safety measures when
storing and handling all chemicals at their dosing stations. In addition,the sites are restricted,
the tanks are double contained to hold spills, and appropriate personal protective equipment
is used by those at the sites. The environmental documents determined that the use of these
chemicals do not constitute a significant impact.

In section 3, is the program "Choose Civility—A wave of social change" referring to a specific
program or is it referring to Seal Beach's program? ?Section 3 of Resolution 6870 refers to this
effort as the City of Seal Beach's program.

I realize this is for Parking management services. When is the end of this contract? The current
plan is to utilize their services through the update of the Municipal Code (MC) and Parking
Policy. Will this be discussed in the parking meeting at 5pm? No,tonight's meeting is to
provide an update on the project and to introduce recommended changes to the MC and
policy. Does it make sense to pay hourly vs a flat fee as they start to complete the majority of
the work that was agreed to? Yes.

Could I get a description of what this software does?Was this custom built software? IS it
maintained by staff?And does $6000 cover an annual licensing fee?
When previously asked,this software was used to issue building permits. Is it also used in other
ways? Yes. There are two separate uses in the City. Through Charles Abbott for issuing
building permits as well as in the Water division. The City has been using this software for
over 20 years for the purpose of tracking all of our groundwater production and import water
purchases. The annual software licensing fee is$6,000.

Is this 7,082 an annual fee for changing out the flags or just for memorial day? Is there a less
expensive way to change out flags possibly?
This is the annual cost of installation of all flags, removal and storage. Flags are placed on
light posts throughout Old Town and Seal Beach Blvd. The flags go up before Memorial Day
and come down after Veterans Day. The vendor is also responsible for maintenance of the
flags while they are up during this period of time. If a flag requires replacement the vendor is
to take care of this at no additional cost.
