COUNCIL ITEMS CONSENT CALENDAR Items on the consent calendar are considered to be routine and are enacted by a single motion with the exception of items removed by Council Members. A.Approval of October 22,2018 City Council Minutes -That the City Council approve the minutes of the Regular City Council meeting held on October 22,2018. B.Approval of October 22,2018 Special City Council Study Session Minutes -That the City Council approve the minutes of the Special City Council Study Session meeting held on October 22,2018. C.Demands on City Treasury (Fiscal Year 2019)-November 13,2018 -Ratification D.Agreement for Interim Police Chief -That the City Council adopt Resolution 6871 approving an agreement with Joe Miller to perform the services of Interim Chief of Police. E.Approval of Lease Agreement Amendment and Extension with the Girl Scout Council of Orange County -That the City Council adopt Resolution 6872 Amending and extending the lease for the property located at 247 7th Street and Authorizing the City Manager to execute the lease agreement. F.Approval of Subdivision Improvement Agreement -Ocean Place Development (Tract 17425)-That the City Council approve Resolution 6873 Approving the Subdivision Improvement Agreement with Shea Homes Limited Partnership (the “Subdivider”),Attachments B and C,and Authorizing the City Manager to execute a professional services agreement to provide Construction Management and Inspection Services for the Ocean Place Development. G.Approval of Professional Services Agreement with W.G.Zimmerman Engineering,Inc.to provide On-Call City Traffic Engineering Consulting Services -That the City Council adopt Resolution 6874 authorizing the City Manager to execute professional services agreement for on-call city traffic engineering consulting services with W.G. Zimmerman Engineering,Inc.in the amount not-to-exceed $30,000. H.Approval of Professional Services Agreement With Rasic Construction To Install a New Southern California Edison Service Connection -That the City Council adopt Resolution 6875 Authorizing the Public Works Director to execute a Professional Services Agreement with Rasic Construction in the amount of $26,200 for the installation of a new Southern California Edison service connection to the 15 First Street Restaurant Facility. I.Cooperative Agreement for the Administration of the Orange County Taxi Administration Program -That the City Council adopt Resolution 6876 Authorizing the City Manager to execute Cooperative Agreement No. C-8-2015 with Orange County Transportation Authority for the administration of the Orange County Taxi Administration Program, effective January 1,2019 through December 31,2020,and adopt new OCTAP regulations into city/county municipal code. ITEMS REMOVED FROM THE CONSENT CALENDAR PUBLIC HEARING UNFINISHED /CONTINUED BUSINESS NEW BUSINESS J.Parking Related Municipal Code Changes and Parking Policy Revisions -That the City Council introduce,read by title only,and waive further reading of Ordinance 1672 approving changes to the City of Seal Beach Municipal Code relating to parking and public parking lots,and approve revisions to City Council Policy 100-9,Parking Permits. ADJOURNMENT Adjourn the City Council to Monday,December 10,2018 at 5:30 p.m.to meet in closed session,if deemed necessary.
