HomeMy WebLinkAboutCC Res 4213 1993-04-12 RESOLUTION NUMBER 4I:21~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH PERTAINING TO SEVERANCE AND SEPARATION BENEFITS WHEREAS, the City of Seal Beach is facing a significant financial condition that may require reduction in staffing through employee layoffs and early retirements; and WHEREAS, the applicable Personnel Rules and Memoranda of Understanding do not provide severance benefits for employees subject to layoff or early retirement incentives; and WHEREAS, the City Council has determined that it is in the best interests of the City at this time to provide benefits for employees who may be affected by layoff or early retirement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach that all regular full-time employees in the classified service who have at least one (1) full year of consecutive City service shall be provided benefits in accordance with the following terms and conditions: :) Any eligible employee who separates from service with the City because of a reduction in force shall be entitled to receive severance pay in the amount of six (6) full week's pay plus (1) additional week's pay for each complete year of service over five years to a maximum of ten (10) weeks under the authority of this Resolution in addition' to the pay-off provisions for accrued leave time to which he/she may be entitled under the provisions of the appropriate Memoranda of Understanding. Any eligible employee who separates from service with the City by applying for retirement from the Public Employees Retirement System, within the effective dates of this Resolution, shall be antitled to receive ~dditional service credit of 175 hours to the employee's sick leave account balance plus 175 additional hours for each complete year of service over five (5) years to a maximum of 1050 hours under the authority of this Resolution in addition to any other retirement benefits to which he/She may be ent~tled under the provisions of the Personnel Rules or appropriate Memoranda of Understanding. 2) 3) At the time of separation, under eligibility provided in Section 2, an employee shall ' have the option of: a. Converting siCk leave credit, consistent with Public Employees Retirement System contract and regulations, to additional service credit, or b Receiving payment for twenty-five percent (25%) of the unused accumulated sick leave. 4) Eligibility for the pay and benefits authorized under this Resolution shall terminate on June 30, 1993 unless extended by the City Council. The City Council reserves the right at its sole discretion to terminate this program at any time thereafter.
