This cost is required pursuant to State law (Elections Code) for posting and publishing translation requirements regarding the general municipal election process. Is it necessary? Yes. Page 12 Check 8730 County of Orange - Communication Charges $11,318 What is this? Have not seen previously. This is a routine invoice paid quarterly for the City's share of the 800 MHz communications and technology. This particular payment is for October 31, 2018 through Decemebr 31, 2018 ITEM L: 1) Toyota Tacomas - On toyota.com/tacoma, 2019 models start at $25,550. Which model is being presented here? 36,290 seems high. What is the upfit/radio cost include for these? 2) What does the $44K up fit include for the chevy tahoes? This seems a bit high (more than the cost of the vehicle). Can we try to find alternate vendors? Why are we constrained to one vendor for the up fit? 3) I see we are following our vehicle maintenance plan for all the police vehicles being propopsed. For lifeguard vehicles, I see the 5 year or 100K mile to replace the vehicle in our 2012 fleet management plan. There is one vehicle that had 27K miles at our budget meeting. Has this vehicle shown problems with only 27K miles? ITEM M: 8.15.020 - suggest changing to "Any non-Seal Beach resident's vehicle that has not moved a minimum distance of 150 feet in 72 hours shall be deemed to have remained stationary." ***Staff will address this item at the Council meeting tonight. ITEM 0: • What restrictions have other Beach Cities done to minimize the effects of having people add accessory dwellings -- impact on parking, noise, etc.? • Can we set a minimum sq footage more than 150 square feet for Efficiency Dwelling unit? 150 feet is not enough space for kitchen, bathroom and bed in same area in my opinion. • Does this limit to only 1 addl unit? What is to prevent the state from forcing cities to allow more than 1 addl unit in the future? • If there are no bus stops within 1/2 mile, an additional parking spot is needed if house is extended. If existing house is used /garage, then is another parking spot still needed? • Can you clarify restrictions made for safety purposes? Fire /emergency vehicles? ***Staff will address this item at the Council meeting tonight. ITEM P: • In the authorized regulations, there is a mention of"and/or other licenses from other state or local agencies". Since this will impact Seal Beach streets/sidewalks, can the City of Seal Beach have a "Street Vending License of$500 /year" to help pay for sidewalk cleaning, etc. since this will be impacted? • If the street vendor moves a block each hour, are they still in compliance? • What are other cities doing here? ***Staff will address this item at the Council meeting tonight.
