A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ADOPTING COUNCIL POLICY 100-13 APPROVING AN iPAD
USE POLICY
WHEREAS, The City of Seal Beach recognizes the benefits of using technology
to enhance the business of the City and improve efficiency by using iPads to aid
in the performance of their City duties. Through continued technological
development, the City of Seal Beach is dedicated to creating efficiencies while
reducing its use of material resources; and
WHEREAS, At the June 11, 2018 City Council meeting, the City of Seal Beach
launched PrimeGov, an agenda management system. This solution has been
designed to facilitate every step of the legislative management process from
committee management to video streaming; and
WHEREAS, The City desires to optimize the systems efficiency by using the
paperless agenda and electronic voting process; and
WHEREAS, All content guidelines and appropriate usage, as described in the
City's Technology Use Policy (200-8) and Electronic Telecommunications Policy
(200-13), applies to City issued iPads.
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
SECTION 1 . That the Seal Beach City Council hereby adopts Council Policy
100-13 approving an iPad Use Policy for legislative bodies.
SECTION 2. The City Clerk shall certify to the passage and adoption of this
resolution and enter it into the book of original resolutions.
PASSED, APPROVED and ADOPTED by the Seal Beach City Council at a
regular meeting held on the 10th day of December , 2018 by the following vote:
AYES: Council Members: Varipapa, Deaton, Sustarsic, Moore, Massa-Lavitt
NOES: Council Members: None

1. SCOPE:
For all legislative bodies.
2. PURPOSE AND INTENT:
The City of Seal Beach recognizes the benefits of using technology to enhance
the business of the City and improve efficiency by using iPads to aid in the
performance of their City duties. Through continued technological development,
the City of Seal Beach is dedicated to reducing its use of material resources.
All content guidelines and appropriate usage, as described in the City's
Technology Use Policy (200-8) and Electronic Telecommunications Policy (200-
13), applies to City issued iPads.
3. POLICY:
A. Agenda Packets:
All Council Agenda Packets will be provided in electronic format. iPads
will be placed at the dais for Council Members/Commissioners for use at
public meetings. In accordance with the Ralph M. Brown Act, a physical
copy of each agenda will be available at the meeting for review by
members of the public.
B. Public Records Act:
All data, with the exception of notes, stored on a City-purchased iPad is
subject to disclosure under the Public Records Act.
C. Compliance with Brown Act:
Members of the City legislative bodies subject to the Brown Act may not
use the iPad at public meetings of the body in any manner or for any
purpose prohibited by law or City policy. In particular, but without
limitation, electronic communications and data devices may not be used
at public meetings by City legislative body members in any of the following
ways:
1. In violation of the requirements of the Ralph M. Brown Act, such as
by sharing communications among a majority of the legislative
body privately and separate from the public discussion at the
meeting.
2. In violation of the requirements of the California Public Records
Act, such as by transmitting to a majority of the legislative body
information connected with a matter subject to consideration at the
meeting, which information is not available to the public.
3. In violation of due process rights of interested parties at
adjudicatory hearings, such as by consideration of information not
a part of the hearing record, or by use of an electronic
communications or data device so as to result in inattention to the
record and/or proceedings before the body.
