Mayor Varipapa led a moment of silence in remembrance of the victims and families of the Thousand Oaks tragedy. Girl Scout Troops of Seal Beach led the Pledge of Allegiance. Massa-Lavitt moved, second by Moore, to excuse the absence of Mayor Pro Tern Deaton. Roberts, City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS AND ORDINANCES Council Member Sustarsic pulled Item H from the consent calendar. The City Clerk's office received and distributed various communications received after the posting of the agenda regarding several items that are available for the public. PRESENTATIONS / RECOGNITIONS • Girl Scouts of Orange County Presentation • Local Coastal Plan Update • LBCC Hall of Fame Inductees Stephen Bowles • Winter Storm Preparation Update • Cypress College Honorees and Americana Awards ORAL COMMUNICATIONS Mayor Varipapa opened oral communications. Speakers: Barbara Barton, Jeffery Blancq, Chuck Feenstra, Rich Moody, Polly Cross, Tim Prangley, Peter Amundson, Robert Goldberg, and Jim Brady. Mayor Varipapa then closed oral communications. CITY ATTORNEY REPORT There was no City Attorney Report. CITY MANAGER REPORT There was no City Manager Report. COUNCIL COMMENTS Council Member Massa-Lavitt spoke regarding the Municipal Election outcome, recognizing the importance that Measure BB passed and thanking her constituents for their votes. Council Member Sustarsic thanked the voters in Seal Beach and in District 4 for the passage of Measure BB, and noted the need for a transaction and use sales tax measures in Orange County and California due to increase pension obligation costs. She then stated her attendance with her grandchildren at the Los Alamitos-Rossmoor Library Pumpkin Carving Contest and thanked the Lions Club, Grace Community Church, and the Mayor for speaking at the Veterans Day Ceremony at Eisenhower Park. She recognized and thanked Firefighters and First Responders for their efforts in battling the fires in California. In closing she read a letter of appreciation from a resident for the special care of the small section of the Dog Park, and thanked Recreation Manager Tim Kelsey and Maintenance Services Supervisor Joe Talarico for their assistance and resourcefulness with her discretionary fund project. Council Member Moore thanked his District for their support of Measure BB, including Polly Cross, Jim Brady, and others who supported the measure. He requested a staff report to recruit three police officers be placed on the next City Council meeting agenda. He stated his attendance at the Leisure World Craft Fair and Orange County City Selection Committee where Los Alamitos Council Member Richard Murphy was re-elected to the Orange County Transportation Authority Board, and he was elected to serve on the Senior Services Advisory Committee. Mayor Varipapa thanked all volunteers and voters in their efforts to pass Measure BB, and thanked District 3 constituents for their votes of support for his service for the next four year term. He stated his attendance at the Cypress Americana Award Kick-Off meeting last week and then thanked the Lions Club and Grace Community Church for the Veterans Day Memorial at Eisenhower Park. He concluded by congratulating the Los Alamitos High School Volleyball Team for their win at the California Interscholastic Federation (CIF) Sectional Title. CONSENT CALENDAR Massa-Lavitt moved, second by Moore, to approve the recommended actions on the consent calendar, with the exception of Item H, pulled by Council Member Sustarsic for separate consideration. A. Approval of October 22, 2018 City Council Minutes - That the City Council approve the minutes of the Regular City Council meeting held on October 22, 2018. B. Demands on City Treasury (Fiscal Year 2019) - November 13, 2018 - Ratification D. Agreement for Interim Police Chief - That the City Council adopt Resolution 6871 approving an agreement with Joe Miller to perform the services of Interim Chief of Police. E. Approval of Lease Agreement Amendment and Extension with the Girl Scout Council of Orange County That the City Council adopt Resolution 6872 Amending and extending the lease for the property located at 247 7th Street and Authorizing the City Manager to execute the lease agreement. F. Approval of Subdivision Improvement Agreement - Ocean Place Development (Tract 17425) - That the City Council approve Resolution 6873 Approving the Subdivision Improvement Agreement with Shea Homes Limited Partnership (the "Subdivider"), Attachments B and C, and Authorizing the City Manager to execute a professional services agreement to provide Construction Management and Inspection Services for the Ocean Place Development. G. Approval of Professional Services Agreement with W.G. Zimmerman Engineering, Inc. to provide On-Call City Traffic Engineering Consulting Services - That the City Council adopt Resolution 6874 authorizing the City Manager to execute professional services agreement for on-call city traffic engineering consulting services with W.G. Zimmerman Engineering, Inc.in the amount not-to-exceed $30,000. Cooperative Agreement for the Administration of the Orange County Taxi Administration Program - That the City Council adopt Resolution 6876 Authorizing the City Manager to execute Cooperative Agreement C-8-2015 with Orange County Transportation Authority for the administration of the Orange County Taxi Administration Program, effective January 1, 2019 through December 31, 2020, and adopt new OCTAP regulations into city/county municipal code. Approval of Professional Services Agreement With Rasic Construction to install a new Southern California Edison Service Connection - That the City Council adopt Resolution 6875 Authorizing the Public Works Director to execute a Professional Services Agreement with Rasic Construction in the amount of $26,200 for the installation of a new Southern California Edison service connection to the 15 1st Street Restaurant Facility. Director of Public Works Steve Myrter summarized information provided in the staff report and answered Council Member questions. Sustarsic moved, second by Massa-Lavitt to approve Resolution 6875 Authorizing the Public Works Director to execute a Professional Services Agreement with Rasic Construction in the amount of $26,200 for the installation of a new Southern California Edison service connection to the 15 First Street Restaurant Facility. NEW BUSINESS Parking Related Municipal Code Changes and Parking Policy Revisions - That the City Council introduce, read by title only, and waive further reading of Ordinance 1672 approving changes to the City of Seal Beach Municipal Code relating to parking and public parking lots, and approve revisions to City Council Policy 100-9, Parking Permits. Seal Beach Police Commander Steve Bowies and Dixon Resources Unlimited representative Julie Dixon introduced Ordinance 1672 and provided details to the revisions required for the Seal Beach Municipal Code and City Council Parking Policy 100-09. Massa-Lavitt moved, second by Moore to introduce, read by title only, and waive further reading of Ordinance 1672 approving changes to the City of Seal Beach Municipal Code relating to parking and public parking lots, and approve revisions to City Council Policy 100-9, Parking Permits.
