Questions regarding Item J: Parking Related Municipal Code Changes and Parking Policy Revisions:
8.15.025. D. Vehicles that have not moved 30 ft in non-commercial areas in 72 hours will be deemed
stationary and may be removed. This applies to all areas of the city?
8.15.025 H. Have car repair shops been advised of changes to Municipal Code?
8.15.055. Short Term Parking Zones: vehicles not moved a minimum of 150 ft or 30 ft will be deemed
stationary. Does this apply to one side of the street in Old Town and not to the other?
8.15.065. Parking on City property—Does this just give the city authority to issue "permits"?
8.15.070. B. Sundays are removed from loading zone exemptions. This is new?
8.15.070 C. Parking is allowed in front of theater when not open. How do drivers know if it is open?
8.15.080. C. No person shall stop or stand any vehicle in alley in a manner that would prevent passage of
emergency vehicles. Are there any alleys too narrow to not allow stopping?
8.15.095. B and C. Where will rideshare loading zones be located (no loading or unloading within a city
block)?
8.15.120. Re-parking in timed zones: one must wait double the posted time to re-park (timeout period).
Is this on Main Street? Main Street lots? Green curbs? 1 Hr. posted sides of residential streets?
8.20.010. Parking lots. C. (A. and B. refer to paying a fee) "No person shall park a motor vehicle in a
motor vehicle parking lot without a valid parking permit properly displayed or validated as directed by
the city." Does this indicate that you may either pay or have a permit to park, or that a permit is also
required?
8.25.035. Does this new language apply to all citations, or only if requested? (Old language refers to
requests).
Oversize vehicles: Cannot park in City Municipal lots and not on city streets between 2 am and 5 am
without a permit. Residents can get a permit from PD, but visitors must leave?

Questions I received in emails:
I had 3 emails telling me that the consultant said that we would have another public meeting (Town
Hall) to discuss parking(one specifically said in February).
One said that she needs more time to read through this Ordinance to discuss.Three commented that
this should not be rushed.
I received two emails with concerns with what is written in regard to parking in alleys:
8.15.080 Parking in Alley.
A. No person shall stop, stand or park a vehicle in an alley for any purpose
other than the loading or unloading of freight or passengers.
B. No person shall stop, stand or park a vehicle in an alley in a manner that
blocks the entrance to a garage.
The area behind garages in private property! There are already ordinances on infringements into the alley as well as
blocking sidewalks. This is overkill and not good for the community in whole. This would also cause more parking issues on
our already overcrowded streets. This needs to be re-written with the citizens best interest!
I ask that this be removed for further consideration, not voted on and to not be rushed through! It is also requested that a
Town Hall meeting be proposed that offers residents, homeowners and renters alike to voice their concerns. That is only fair
and just!
This appears to limit us from parking behind our own garage is in Old Town. That
just puts vehicles on the street that are not on the street now. I charge my
electric vehicle behind my garage and don't think I should get a ticket for doing
so.
