The use of Anderson Penna for construction management, inspection,and plan checking was approved by the City Council on November 13,2018.The amount authorized was$350,000. The cost for this agreement is fully paid by the developer. #9549 Fencescreen, Inc. Green privacy screen with fasteners $630.43 Where is this for? Green screen to be placed between the PW Yard and the Animal Care Center(coyote mitigation). A question in regard to material submitted by CPE resident Patricia Ross regarding effects of electromagnetic fields produced by radio frequency waves: I see that in Section 1 of Ordinance 1677 (Exhibit A)the City promises to protect the public health, safety and welfare. However,we will not deny any request on the basis of environmental effects of radio frequency emissions to the extent that such WCFs comply with the FCC's regulations covering such emissions. I see also that radio frequency(RF) emissions shall be measured and certified by a qualified radio frequency engineer within 90 days of beginning of operation and every 5 years to demonstrate that we are in compliance with all applicable federal regulations. Is this the extent to which the City is able to regulate the SWFs? New laws and FCC regulations prohibit consideration of radiofrequency exposure in approval of small wireless facilities as long as the equipment is certified to comply with FCC exposure requirements and standards. The City of Seal Beach ordinance requires that carriers provide this FCC certification for all equipment.
