National Flood Insurance Program
U.S. Congress established the NFIP with the
passage of the National Flood Insurance Act
of 1968:
FEMA produces Flood Insurance Rate
Maps (FIRMS)
2 To participate communities must adopt
and enforce a floodplain management
ordinance.
s Federal government makes flood
insurance available to property owners in
participating communities
Special Flood Hazard Areas
• Zone VE: Inundated by 1- percent annual chance
(100 -year) flood with additional wave hazards:
• Runup
• Overtopping
• Zone AE: Inundated by 1 - percent annual chance
flood
• Zone X : Inundated by 0.2- percent annual chance
(500 -year) flood
Zones VE and AE carry mandatory flood insurance purchase
requirements

Flood Insurance Requirement
When a structure is in a high risk flood zone and has a
federally backed mortgage, the structure owner is
required to purchase flood insurance
• NFIP or private insurance provider
• NFIP annual premiums vary by:
Flood zone
Residential vs. non - residential use
Age of the structure
Height of lowest floor vs. 1% chance flood
elevation

Seal Beach Flood Insurance Rate Maps
SEAL BEACH FIRM REVISION PROCESS TIMELINE
. September 2016 - FEMA issued the preliminary revision to the Seal
Beach 2009 FIRMS (Maps).
May 8, 2017 - FEMA presents the 2016 preliminary Seal Beach Maps at
the City Council Meeting. At this meeting staff was authorized to retain
a consultant to create a scientific based appeal of the new 2016 Maps.
. June 8, 2017 - FEMA opens 90 -day Public Comment / Appeal Process
. June 15, 2017 - FEMA conducts Public Hearing in Council Chambers
. August 25, 2017 - FEMA City submitted appeal letter package.
. September 6, 2017 - FEMA closes 90 day Public Comment / Appeal
Process.
. June 20, 2018 - FEMA acknowledges City's August 25, 2017 appeal
letter and revises the preliminary 2016 Maps to show City's findings.
December 2018- City receives FEMA Letter formally confirming the
final 2019 Maps.
February, 25 2018 -City conducts Public Hearing to incorporate minor
modifications to the City's Flood Plain Ordinance.
March 21, 2019 - FEMA's Final 2019 MAPS become in effect for Seal
Beach.
