A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH CALLING FOR CONTINUED PRODUCTION OF THE USAF/
MCDONNELL DOUGLAS C-17 GLOBEMASTER III AIRLIFTER AND
INVITING CITY, COUNTY AND OTHER PUBLIC OFFICIALS OF
THE LOS ANGELES-ORANGE COUNTY REGION TO ADOPT
RESOLUTIONS AND SUPPORT STATEMENTS URGING THE AIR
FORCE, THE DEPARTMENT OF DEFENSE, THE PRESIDENT OF
THE UNITED STATES AND OTHERS TO CONTINUE PRODUCTION
OF THE USAF/MCDONNELL DOUGLAS C-17 GLOBEMASTER III
AIRLIFTER AS AN INTEGRAL PART OF OUR NATIONAL DEFENSE
SYSTEM AND A STRONG REGIONAL ECONOMY
WHEREAS ,
the need for airlift capabilities is increasing because
the u.s. is reducing its forward-deployed forces, the
current airlift fleet is rapidly aging and the u.s.
lacks the current airlift fleet is rapidly aging and
the u.s. lacks the capability to move outsized cargo to
small austere airfields efficiently and because the
current airlift force is based on 1950's and 60's
technology; and
the C-17 technology allows operation by a crew o~ three
compared to five to nine on other airlifters and the
fuel efficiency and landing capability are unmatched by
any comparable airlifter; and
WHEREAS, President Clinton, Secretary of Defense Aspin, Chairman
of Joint Chiefs General Colin Powell all voiced their
support for the need for the C-17's long range
capability and short field landing ability, along with
the C-17's support for a rapid deployment of troops and
equipment for both humanitarian relief and troop
movements; and
WHEREAS ,
WHEREAS, there are 9,500 Southland workers employed at McDonnell
Douglas in Long Beach on the C-17 project in addition
to thousands more employed at 720 supplier companies in
California; and
WHEREAS, the average C-17 production line worker makes $16 to
$18 per hour which generates an annual U.S. payroll
worth more than $400 million and where every
manufacturing job at McDonnell Douglas generates
approximately three jobs in the region's service
sector, such as those in restaurants and retail stores;
and
WHEREAS, the development and production of the C-17 helps
maintain the U.S.'s and California's aerospace
industrial base in the current economic slump,
particularly in the commercial aviation market; and
WHEREAS, McDonnell Douglas has already delivered seven
production aircraft, including the first one to an
operational unit, the 437th Airlift Wing at Charleston
Air Force Base, S.C.; and
WHEREAS, the past and proposed military base closures in
California are devastating to an economic base reeling
from the recession, extremely high unemployment
compared to the rest of the nation, natural disasters
and the state budget crisis. The C-17 ca help maintain
the Southern California manufacturing base, all the
small subcontracting businesses and keep California at
the forefront of aviation and technology;

HOW, THEREFORE, the City Council of the City of Seal Beach does
resolve as follows:
Section 1. That the City Council hereby urges the members of
Congress in the Congressional Delegation from the Long Beach
area, together with all those of Los Angeles and Orange Counties,
to act in united support of retaining the USAF/McDonnell Douglas
C-17 airlifter in uninterrupted production and to communicate
their support to the United States Department of Defense, the
President of the United States and others.
Section 2. That copies of this resolution be forwarded to the I
Congressional delegation from the Seal Beach area and all members
of Congress from the Orange County region, the Boards of
Supervisors of Los Angeles and Orange Counties, each City Council
in the region, and'to all Chambers of Commerce in Los Angeles and
Orange Counties, requesting their urgent attention and support
for continuing the USAF/McDonnell Douglas C-17 airlifter in
active production and asking them to communicate their support in
telephone calls, faxes and in writing to the following federal
officials:
