Heard complaints of Rats in the Edison Gardens increasing dramatically from various people. Is there
something this company can do here for this since we pay them monthly? I heard there is a trap to
attract rats in large areas and kill them. Staff will work with On -Point to position additional traps
along the perimeter of the Community Gardens this week.

What is this Loan for? City's share of the realignment on the shared water line (OC -35) managed by
the West Orange County Water Board.

What are the differences from this agreement vs. the last agreement? Would be nice to see a red -line
version along with previous agreement as is normally supplied for each renewal contract.
The primary changes between the two agreements are four items:
1. The timeline changed to add an additional year to the project.
2. The not to exceed amount was changed to reflect the reduced amount of tasks covered in this
phase of the project.
3. The Michael Baker project manager was changed from Tad Stearn to Chris Johnson.
4. The revised work schedule was also updated to reflect the tasks that will be completed in this
phase of the project.
Can we see a timeline corresponding to the Tasks and "sub- tasks' when this will be submitted to
coastal?
The draft revised timeline was submitted to the Coastal Commission and they are currently preparing
the grant amendment to reflect the draft revised timeline. As the amended timeline is still a draft,
once we receive Coastal Commission's written approval, we can make the timeline available.
Will this provide us with a Local Coastal Plan to start allowing permits directly as a City? Does it include
the Coastal Implementation Plan or is that something taken out as a change in this new contract?
The implementation plan will be part of the next phase in the project. The project will be completed
in two phases, the current phase is focused on the background (analysis of existing conditions, studies
to review potential sea level rise, analysis of impacts to the beach and community, etc.), preparation
of the administrative draft and coordination with the Coastal Commission. This is a very involved
process and will take time for preparation and review on both the City and the Coastal Commission's
end. To allow for sufficient time to review and work through the various issues, the project will be
separated into two phases.
The second phase will focus on the implementation plan and a final draft of the Local Coastal Plan.
After the second phase of the project is complete, the LCP will be submitted to the Coastal
Commission for certification. The Commission will have to vote to certify the LCP before Seal Beach
will have the authority to issue its own Coastal Development Permits.
I have heard that the building the berm and parking are two issues that may have to be negotiated.
Have these already been considered?
These are items that are noted but we have not reached that part of the review period. Once we
receive feedback from Coastal Commission staff on these and any other items, the Council will be
updated and community feedback will be sought as well.
