A RESOLUTION OF THE CITY COUNCil. OF THE CITY OF
SEAL BEACH, CALIFORNIA APPROVING THE CITY'S
PARTICIPATION IN THE HOUSING AND COMMUNITY
DEVELOPMENT PROGRAM OF THE COUNTY OF ORANGE
(YEAR XX)

THE CITY COUNCil. OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
WHEREAS, it is the intent of the City of Seal Beach to participate in the tiling of an application
with the County of Orange for a grant authorized under the Housing and
Community Development Act of 1974; and
WHEREAS, the Housing and Community Development Act of 1974 authorizes cities under
50,000 in population to enter into cooperative agreements with the county in
which they are located for the purpose of undertaking essential community
development activities; and
WHEREAS, the Federal government requires participating cities to provide certifications that
the funds will be obtained and utilized pursuant to Federal law and policy; and
WHEREAS, the City Council approves the following projects, in order of priority, to be
included in the City's grant proposal:
L Interval House
Unlike previous years, the County is processing all requests for funding of
nonprofit organizations separately from the requests of Cities, As such, Interval
House will request funds directly from the County and will not be funded through
the City of Seal Beach, However, the County has indicated Cities can continue to
show support for nonprofit organizations by including them as prioritized projects
within a City's request for funding, '

Therefore, the Citizens' Participation Committee has recommended Interval House
as the City's number one priority to aid Interval House in providing shelter,
counseling and other related assistance to abused and battered women and their
children,

2. Second Street/Central Avenue A1lev
The City will utilize funds to replace deteriorating water lines in both Second
Street and the Central A venue alley as well as to resurface the Central Avenue
alley. The City has scheduled this project for the 1994-95 fiscal year.

3, Youth Aftercare
I
The City will utilize funds to provide additional recreation supervisors for
after-school programs, The funding will allow school aged children from low and
moderate income families to participate in Seal Beach Recreation sponsored
after-school activities which currently are available only at a cost. The Recreation
Department is proposing to increase after-school activities to include sports
fundamentals and other activities for local children and teenagers to provide
alternative after-school activities.

4. Housing Rehabilitation Funds
The City will utilize funds to provide low interest grants and loans for housing
rehabilitation assistance to low and moderate income households, Low interest
loans will be available for necessary housing maintenance and grants will be
available to rectifY health and safety hazards or to provide energy conservation,

5, Financial Assistance for Day Care Facilities
Additional funds for day care assistance funded through PY's 16 and 17. The City
was awarded $20,000 for day care assistance to qualifYing low/moderate income
families during PY 16 and $7,500 during PY 17. This year's request is to maintain
the program initiated during PY 16. The City is in the process of developing a
program for disbursement of the funds, Staff estimates the first assistance to low
and moderate income families will be available in December of this year,

6, Old Town Sidewalks
The City will utilize funds to repair and replace tree damaged sidewalks
throughout Old Town, the City's Target Area. These funds will be utilized by the
City in its annual program to repair and replace tree damaged sidewalks
throughout the Old Town area,

7. Seal Beach Boulevard Bikeway and Landscaping
The City will utilize funds to relocate the existing bike lane off of Seal Beach
Boulevard onto the eastern parkway between Electric Avenue and Landing
Avenue, Additionally, funds will be used to provide landscaping along this portion
of the eastern parkway of Seal Beach Boulevard. The relocation of the bike lane
will allow for restriping of this portion of Seal Beach Boulevard for angled parking
increasing the amount of on-street parking and thereby facilitating new
construction and remodeling of existng structures along this blighted portion of
Seal Beach Boulevard.

8, Relocation of Historic House into Marina Park
The City will utilize funds to aid in the relocation of a locally recognized historic
structure from its present site into Marina Park, as well as the refurbishment of the
structure. The structure, a single-family home contructed around 1910, has been
donated to the City for use as a museum or other public uses,

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach does
hereby adopt the Housing and Community Development Block Grant Proposal and Certifications
for Program Year 20 (XX).
