72 -Hour Parking Rule Study
DIXON
• California Vehicle Code 22651 (k): A vehicle is only allowed to park in
the same spot on a public street for up to 72 hours. Vehicles parked
beyond this time may be issued a warning, cited and /or towed.
• All vehicles parking within the City of Seal Beach must abide by this parking
rule
Study was conducted to identify the location and frequency of vehicles
parked on- street in the same location for more than 72 hours
Study was conducted February 27, 2019 - March 13, 2019
• March 8th: Data was not collected due to other parking enforcement staffing priorities
• Study area included on- street parking in Old Town and Bridgeport
Neighborhoods
• Not included in study area: Beach Lots and Main Street Municipal Lots
• Parking Enforcement canvassed the study area to capture license plate data
using License Plate Recognition (LPR) Technology

The following locations are deemed to be commercial areas:
• Main between Ocean Avenue and Pacific Coast Highway;
• Ocean Avenue between 8"' Street and 10"' Street;
• Central Avenue between P Street and 10'h Street;
• Electric Avenue between 8" Street and 10ta Street; and
• Pacific Coast Highway

• NEW: Electric Vehicle Parking Stalls. Requires active charging for electric vehicle
parking stalls.
• NEW: Reparking restrictions in timed parking zones. Sets a 150 feet restriction in
commercial areas for vehicle movement in order to be deemed non - stationary.
Vehicles are also required to move for a period double the posted time limit.
• A vehicle parked on- street in anon time limit commercial area must move a minimum of 150 feet
after 72 hours.
• NEW: Obstruction of Enforcement. Prevents removal of tire chalking.
• NEW: Head in Parking Onlv. Vehicles must park with the rear of the vehicle oriented
closest to the traffic lane unless otherwise specified by signage.
• Allowsfor enforcement by license plate recognition (LPR)cameras

• UPDATED: Taxicab and Rideshore Vehicle Stands. Designates active passenger loading
and unloading locations for rideshare vehicles, taxicabs, or other automobiles
identified as "for hire".
• UPDATED: Parking Meters and Zones. Authorizes other approved methods of payment,
such as mobile payment, to be accepted at all City -owned and operated parking meters
and multi -space pay stations.
• UPDATED: Parking Permits. Parking permit must be connected to a license plate
number for the motor vehicle for which it is issued.
• Allows residential permit parking in the Library Lot between the hours of 12:00 a.m. and 6:00 a.m.

• UPDATED: Short Term Parking Zones. Gives the traffic engineer authority to designate
short-term parking zones with hours of operation.
• UPDATED: Curb Markings. Hours of operation are designated by posted signage
• UPDATED: Parking on City Propert y. City Council may by resolution determine fees and
methods of collection for public parking on any street, municipal parking lot, or other
city property. City Council may also by resolution establish parking permits authorizing
parking on any street or municipal lot without payment of fee.
• UPDATED: Parking of Oversize Vehicles. Authorizes the city manager to be the hearing
officer and have final decision during the appeals process.

B — 22. Vehicle Parking
A. Outside storage of motor vehicles is prohibited. For the purpose of this section,
outside storage shall mean the parking of a motor vehicle in an unenclosed area of
the service station for longer than 24 hours, unless the vehicle is in the process of
being serviced, in which case it may be parked for a maximum period of 72 hours.
B. Vehicles shall not be parked on alleys, driveways, parkways, or sidewalks.
C. Vehicle shall not be parked on the premises for the purpose of offering same for
sale.
D. Parking shall be located and screened to minimize visibility of parked vehicles
from adjoining public rights -of -away.
E. Vehicles shall not be parked on any public street or public right of way in a
commercial area for a period greater than 72 hours and must abide by all posted
rules and regulations.
F. Vehicles shall not be parked on any public street in a noncommercial area.
