Subject: POSITION CLASSIFICATION PLAN AMENDMENT/
SALARY ESTABLISHMENT
SUMMARY OF REQUEST:
That the City Council approve the amendment to the Seal Beach Position Classification Plan to
include the position of Maintenance Services Manager and establish salary for same.
DISCUSSION:
With the recent retirement of a supervisor in the Water Division, the previous retirement of the
Street Division supervisor in 1998, and the resignation of the Sr. Water Operator, who left for a
promotional opportunity in Northern California area, the City has an opportunity to review and
improve the existing Public Works operation.
As you have been aware, the City's work force had been downsizing from the early 90's - either
through attrition or layoff. The Public Works Department had been functioning without a
superintendent position since 1991, with five Public Works Division Supervisors reporting to the
Public Works Director. With the recent retirement of the Water Division Supervisor,there are now
two remaining supervisors in Vehicle/Equipment and Wastewater Divisions and one in the
Landscape Division -which has been transferred to the Parks, Recreation & Community Services
Department.
The decision was made to recruit a Maintenance Services Manager with supervisory/management
skills and a public works administration background that may include experience in water
operations. The Maintenance Services Manager would supervise the day-to-day operations of the
Public Works Department and report to the Director of Public Works/City Engineer. The creation
of this position will provide improved customer service, greater efficiency, and more effective use
of limited City resources. This position will allow the Director of Public Works to increase focus
on important City issues such as water quality, shoreline erosion, public infrastructure replacement
programs, capital improvement programs, and funding opportunities. The attached job description

FISCAL IMPACT:
The new position will be funded through the elimination of the Water Supervisor position and prior
savings from retirements and position reclassifications. The salary range for this position is set
between the Public Works Supervisor range and the Assistant City Engineer range.
RECOMMENDED ACTION:
It is proposed that the City Council adopt the attached resolution recommending the inclusion of
the Public Works Maintenance Services Manager in the Position Classification Plan and setting
salary and benefits for same.
