Item F: Parking Policy Provisions
In regard to Temporary Permits, page 5, "D.Temporary Permits," "Restrictions" states that"Temporary
Permits are to be issued by the Finance Department only." However, on page 7, "D.Temporary Permits,
Requirements" states that "Permits are issued for visitors to City Hall and must be obtained through the
City Manager's Office or the Finance Department." Why are these sections different? They are
obtained through either area but only issued by Finance.
In the sections that pertain to different types of parking permits and where these permits can be used:
on page 3 B. Business Permits states that business owners and employees are authorized to use the
"Beach Parking lots for business purposes only." This is fine, however later under Special Restrictions it
states that"Placards are not valid for use in beach lots or for recreational purposes."This seems
confusing. Similarly, on page 4, C. Employee and Public Official Placards, Guidelines for Use, it states
that Lifeguards and Beach Maintenance workers may park in "Municipal beach lots;" however,on page
5, under"Special Restrictions" it states that "Permits are not for recreational purpose and are not
authorized for personal use or beach parking." Could this be restated more clearly? Staff will review
the language and provide updated language for clarity.
