Subject: STATUS REPORT - HELLMAN RANCH

Provided below is a brief summary of the current status of several aspects of the Hellman Ranch
Project:
❑ Project tentatively scheduled for Coastal Commission consideration in May, 2000 to
consider the necessary amendments to the Coastal Development Permit based upon the
approved settlement agreement.
❑ The subdivision maps for the project need to be clarified to ensure consistency with the
provisions of the settlement agreement. City staff and legal counsel will coordinate
with Coastal Commission staff and legal council regarding the consistency issue.
❑ Project still has a maximum of 70 single-family homes along Seal Beach Boulevard, in
the Hellman Upland area.
❑ In accordance with the terms of the settlement agreement, the project will be revised to
provide the following:
o Elimination the previously approved golf course, clubhouse, wetlands fill and
wetlands restoration
o Hellman Lowlands - 100 acres for future wetland restoration, subject to deed
restriction
o Hellman Uplands- 70 single family home area
o Oil Production - area north of Hellman Lowlands and west of Hellman Uplands
o State Lands Property
o Gum Grove Park
❑ The following conditions imposed by the Coastal Commission, and assumed to still be
applicable to the project approval by the Coastal Commission, were objected to by the
City at the time of initial Coastal Commission consideration of the project in April,
June and September, 1998, and at the time of the Coastal Commission consideration of
the Revised Findings in January and February, 1999:

o Provision of 10 off-street parking spaces adjacent to Seal Beach Boulevard to
provide additional public access to Gum Grove Park
o Public access requirements, including signage, parking and trails for Gum Grove
Park and the State Lands property
o 25-foot wide trails within Gum Grove Park, with a minimum 10-foot wide paved
portion
