Beard, Director Parks, Recreation and Community Services SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR THE CITY WIDE MOWING AND EDGING MAINTENANCE SERVICES - PROJECT #100 AND AWARD PROFESSIONAL SERVICES AGREEMENT - CITY WIDE MOWING/EDGING MAINTENANCE SERVICES GENERAL DESCRIPTION: The proposed City Council action will approve the plans and specifications and authorize Staff to execute a professional services agreement to the lowest responsible. bidder,Toyo Landscaping Company, in the amount of$41,388 to perform mowing and edging of citywide properties. DISCUSSION: Through attrition, three full time park's division positions have become available over the past two years enabling the funding of this contracted service at an overall annual savings of$34,072 visible in the current fiscal year's budget. It would take one and one half of those three positions, roughly $65,000, to provide the services by a city employee, provided in the bid specs. The proposed contracted amount is $41,388. Along with the salary savings comes a decline in needed equipment and supplies, thus providing additional savings in the maintenance and operation's budget. There has been a decline of$54,233 in the Landscape budget over the past 3 fiscal years through a combination of contacting services and an efficient use of the city's personnel. The contracting of mowing and edging services will allow the four remaining crewmembers to spend time on very neglected infrastructure and beautification projects in all the parks and landscaped areas. The crew's supervisors will additionally monitor and supervise the new contract. Recently completed projects 1 AGENDA ITEM • Award Professional Services Agreement City Council Staff Report February 14,2000 by the parks division include the landscaping of PCH, the 2nd Street and roundabout projects on Central Avenue, Seal Beach Blvd project between PCH and Electric, a newly landscaped entry at the College Park West, newly-installed benches on the Electric Greenbelt and the occasional saving of a soccer ball stuck up top of one of the City's facilities. City staff completed the plans and specifications for this project. The City Clerk opened bids January 18, 2000. The following is a listing of the bidders: 1. Mariposa Horticultural Ent. Inc. $ 108,732.00 2. John's Landscape Service 96,000.00 3. Tropical Plaza Nursery, Inc. 74,666.46 4. Axteca Landscape 73,455.06 5. Landscape West 61,380.00 6. Artistic Maintenance, Inc. 48,637.80 7. L. Barrios & Associates, Inc. 45,399.65 8. Toyo Landscaping Company 41,388.00 The low bidder, Toyo Landscaping, is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the job. The contract is for a term of two years and City has right to cancel with 15 day notice. FISCAL IMPACT: Funds in the amount of$41,388 are available within the budget. RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications and authorize the City Manager to execute a professional services agreement with Toyo Landscaping Company for mowing and edging services-not to exceed $41,388 in cost.
