Badum, Director of Public Works/City Engineer Subject: AWARD BID - MAIN STREET ALLEY IMPROVEMENTS, PROJECT 820 SUMMARY OF REQUEST The proposed action will award the construction contract to replace sewer and water lines, as well as replace the alley in concrete to the lowest responsible bidder, Southern California Grading, in the amount of$318,410.37 and authorize the City Manager to execute same. DISCUSSION: The proposed project will replace water lines, sewer lines, and pavement within the alley between Main Street and 10th Street from Electric Avenue to Ocean Avenue alley. Additionally, Southern California Gas Company will also be replacing existing gas lines in conjunction with this project. The plans and specifications were completed by W.G. Zimmerman Engineering. Bidding was delayed on the project to now so as not to interfere with the Thanksgiving and Winter Holidays. Zondiros Corporation $597,950.00* **corrected for clerical error 1 AGENDA ITEM E t 1 Award Construction Contract City Council Staff Report June 28, 1999 The low bidder, Southern California Grading, is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the project. A construction contingency of 10-15%is necessary due to the possibility of poor sub-base, soil and low groundwater. Construction management, administration, and inspection will be at an hourly not to exceed 10%of the project total. Any remaining monies remaining after the project, can be re-programmed into the back into the Water and Sewer Enterprise funds. FISCAL IMPACT: Funds are currently available in the Water Enterprise Alley Utility Replacement Program, Sewer Enterprise Alley Utility Replacement Program, Water System Infrastructure Replacement Program, and Sewer Infrastructure Replacement Program. For the Sewer portion of the project, Orange County Sanitation District will reimburse the City $126,900.00 after submission of a final report as part of its Cooperative Projects Program for reduction of inflow and infiltration. RECOMMENDATION: Upon motion of the consent calendar, it is recommended that the City Council: 1. Award the construction contract Main Street Alley Improvements, Project 820 to Southern California Grading Company in the amount of$318,410.37.
