Subject: AWARD OF CONSTRUCTION CONTRACT FOR
THE SEAL BEACH PIER CONCRETE REHABILITATION,
PROJECT NO. 715
GENERAL DESCRIPTION
The proposed City Council action will award a contract for the construction of the Seal Beach
Pier Concrete Rehabilitation, Project No. 715, to the lowest responsible bidder, Ace Restoration&
Waterproofing Inc., in the amount of$35,000 and authorize the City Manager to execute same.
DISCUSSION
On December 13, 1999, City Council approved plans and specifications for the Seal Beach Pier
Concrete Rehabilitation, Project No. 715. This proposed project will rehabilitate areas of the
concrete pier. This project includes removing all of the delaminated concrete, sandblasting the
exposed reinforcement, placing a corrosion"arrester" (for example, an epoxy coating on the
rebar), and placing a new concrete patch. City crews would then paint over the patched concrete
once the project was completed.
On March 7, 2000, the following bids were received and opened by the City Clerk:

The low bid for the Pier Concrete Rehabilitation Project is competitive. A reference check for
Ace Restoration& Waterproofing, Inc. revealed that they have successfully performed similar
work for the US Navy and Southern California Edison. City staff recommends that the
construction contract for the Pier Concrete Rehabilitation, Project # 715, be awarded to Ace
Restoration& Waterproofing, Inc. in the amount of$35,000.00.
Management and inspection of the construction will be performed by the City's Public Works
contract engineering and inspection staff.
FISCAL IMPACT:
Funds for the Pier Concrete Rehabilitation, Project# 715 are currently within the City's Capital
Improvement Program budget under the Pier Structural Inspection/Repair Program account.
RECOMMENDATION:
Staff recommends that the City Council :
1. Award a contract for the construction of the Pier Concrete Rehabilitation, Project# 715 to the
lowest responsible bidder, to Ace Restoration& Waterproofing, Inc., in the amount of
$35,000.00;and
2. Authorize the City Manager to execute the contract for the Pier Concrete Rehabilitation,
Project # 715.
