Sellers, Chief of Police SUBJECT: ALLOCATION OF STATE COPS FUNDS: 1998/99 AND 1999/00 SUMMARY OF REQUEST It is requested that the City Council pass a motion accepting an informal bidding process for the purchase of replacement in-service duty weapons and approve such purchase from State Cops Grant funds, previously approved at a public hearing. The funds to be released will be used for the purchase of new duty weapons and associated leather gear, amounting to a total not to exceed $33,615. BACKGROUND AND DISCUSSION The Police Department recommends the replacement of all duty weapons issued to sworn personnel. The weapon currently issued,the Colt model 80-1911,was purchased in the early 1980's, and relies on technology developed in 1911. The weapon chosen as a replacement for the Colt is the Glock G-21,22 and 30. This manufacturer incorporated into their design a safety feature which can reduce the occurrence of an accidental discharge; a double-action trigger pull. The Colt model 80-1911 is single-action, and prone to accidental discharges due to the light trigger pull necessary to fire the weapon. Also, the Glock series handgun offers a greater range of sizes and calibers. This will allow the department to match each officer to a weapon based on the size of their hands and stature. Along with the double-action trigger and better fit, the Glock uses more modern materials, such as polymers, for less corrosion. Prior to the selection of the Glock, a Technology Committee comprised of four field officers,two detectives and a supervisor identified four manufacturers of name brand police handguns for testing. All four were contacted and representatives of these manufacturers submitted several models for our inspection and range testing. The range testing was conducted at the Seal Beach Naval Weapons Station. The results of these tests, along with data and recommendations provided to us by other police organizations and firearms experts,resulted in the selection of the Glock G-Series handgun for issuance to our sworn 4 personnel. Box 369 Smyrna, Georgia 30081 770-319-4779 Contact: Gary Walker Bid Price: $25,910.00 As a result of this bid process Gary Walker,District Representative,provided the low bid on behalf of Glock Manufacturing. In addition to his low bid, Mr. Walker agreed to provide our department with free training for two officers at the Glock Armorers and Instructors Transition Course. The total cost savings to the city is$560.00. Long term savings will occur through our ability to repair our weapons in-house, and by providing Transition Instruction to our current employees without outside assistance and related costs. Because new duty weapons were selected, which are of a different configuration than the current weapons, new leather gear(i.e. holsters and magazine pouches) were also needed. Once the Glock G-Series was chosen,the committee members researched several manufacturers of leather gear. It was determined that Safariland, a well known manufacturer of police leather gear, provided the best range of choices. Five distributors were contacted and solicited for competitive bids. It was determined by unit cost as supplied by distributor.) The technology committee determined that Aardvark Tactical, Inc. provided the best per unit price and should be selected as the vendor for this project. FISCAL IMPACT The cost to the city for this program should be based on the following figures: Duty Weapons: $25,910 Leather Gear: $ 5.287 Total $31,197 Tax $ 2,418 Total $33,615 The payment for this purchase will be made utilizing the State Cops Grant Funds, previously approved by Council action. March 9, 2000 RECOMMENDATION Staff recommends that the City Council: 1) Makes findings that the purchase of replacement in-service duty weapons with associated leather gear is exempt from the formal bid procedure as defined in Section 2-28 of the City's Municipal Code, which provides for purchasing of equipment greater than five thousand dollars ($5,000). The recommended equipment is law enforcement sensitive. It would be in the best interests of the City to limit the bidding to those vendors already contacted and not to submit to an open,published bidding procedure. 2) Approves the purchase of the recommended equipment,fifty-five(55)Glock handguns,from Glock Manufacturing for $25,910, with funds from the State Cops Fund: 1998/99 and 1999/2000. 3) Approves the purchase of forty-nine (49) holsters and magazine pouches from Aardvark Tactical, Inc. for$5,287, with funds from the State Cops Fund: 1989/99 and 1999/2000.
