Subject: APPROVAL OF PLANS AND SPECIFICATIONS FOR THE
CONSTRUCTION OF THE SEWER MAIN LINE ON SEAL
BEACH BOULEVARD, PROJECT NO. 814
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications, and authorize Staff to
initiate the bidding process so that a contract may be awarded for the construction of the sewer
mainline on Seal Beach Boulevard, Project No. 814.
DISCUSSION:
This proposed project would replace the existing sewer force main on Seal Beach Boulevard from
Catalina Avenue to Westminster Avenue. This line is in poor condition and is seriously
deteriorating and warrants timely action. This project needs be completed prior to the paving
project scheduled to take place on Seal Beach Boulevard as part of the Federal AHRP program.
OCTA has informed the City that no extensions will be granted for the paving projects. Staff is
requesting that the bidding process occur simultaneously with the Sewer Rate process to be ready
to award construction if the rate re-structure is successful.
The plans and specifications were completed by AKM and the project is estimated to cost
$1,400,000. Upon the successful bidding process and award of a contract, the project should be
completed in the summer.
FISCAL IMPACT:
Sewer enterprise funds will be available upon successful implementation of the City's Sewer Rate
re-structuring.
RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications, authorize staff to
initiate the public contract bidding process.
