Subject: APPROVAL OF PLANS, SPECIFICATIONS, & ESTIMATES
FOR THE CONSTRUCTION OF SEAL BEACH BOULEVARD
MEDIAN IMPROVEMENTS, PROJECT NO. 706
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans, specifications, and estimates and
authorize Staff to initiate the bidding process so that a contract may be awarded
for the construction of the Seal Beach Boulevard Median Improvements, Project#706.
DISCUSSION:
This proposed project will construct median islands along Seal Beach Boulevard from Bolsa
Avenue to Adolfo Lopez Drive. The project includes the removal of existing pavement and the
construction of median curbs. Once completed, the medians will be irrigated and landscaped by
City forces in accordance with the approved landscape plan which is currently under design.
The plans and specifications were completed by W.G. Zimmerman Engineering. Upon the
successful bidding process and award of a contract, the project should be completed in May with
the landscaping occurring soon after.
FISCAL IMPACT:
Funds in the total amount of$100,000 are currently available within the City's Capital
Improvement program budget to construct these improvements with an additional amount of
$250,000 from the State Environmental Enhancement Mitigation (EEM) grant. Additionally, the
Hellman Ranch development project will be contributing $100,000. The estimated cost of the
median construction portion of the project is $200,000.

RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications, authorize staff to
initiate the public contract bidding process.
