This letter specifically summarizes our immediate Civil Works, FY2001 appropriations and 2000 authorization needs. 1) You have kindly requested $12 million dollars for Stage 11 Surfside-Sunset and Newport Beach construction. Since then, the Los Angles District has revised its cost estimate to $8.1 million. We however believe that "savings and slippage" is likely to erode that $12 million and that the request to Chairman Packard should be allowed to stand as is. That Stage II construction is our funding priority. If the Stage 11 appropriations can be obtained the Corps informs us that construction will take place in January. However, as you know, the beach at one point is now only 15 feet wide and it can be expected to fail sometime between now and January. You, together with Mr. Horn and Mr. Cox, have appropriately requested the Corps of Engineers to utilize emergency sand replenishment measures to protect property in this Federal jurisdiction. In order to force the Corps to act expeditiously, we are recommending the attached Project Related Provision Title of the 2000 Water Resources Development Bill 2) Last Thursday the Los Angeles District recommended that the City ask your leadership in requesting appropriations before the 5PM EST deadline tonight for: A.) $7.2 million for the Corps of Engineers to complete a demonstration project under Section 5 of the WRDA of 1996 (PL 100-303) to determine the effectiveness and efficiency of innovative shoreline erosion control devices at Surfside-Sunset Beach, Orange County, California and; B.) $150,000 to modify the Feasibility Study for the San Gabriel River to Newport Bay, CA coastline stabilization project to assess the suitability of the existing Civil Works Projects and to fulfill the 1998 San Gabriel to Newport Bay, CA Docket 2584 Resolution of the House Committee on Transportation and Infrastructure.
