The City Council met in a Special City Council Budget Workshop at 5:35 p.m. in the City
Council Chambers. Mayor Pro Tem Sustarsic led the Pledge of Allegiance.

PUBLIC COMMENTS
Mayor Moore opened public comments. Speakers: Pete Arnold, Gerald Moreland,
Susan Barenbaum, Robert Goldberg, Elizabeth Kane and Bruce Bennett. Mayor Moore
closed public comments.
Director of Finance/City Treasurer Victoria Beatley commented on a letter received by
City Council from a resident that mentioned specifically that the City Manager receives
$1 ,350 monthly and Marine Safety Chief receives $850 monthly for some use. Director
of Finance/City Treasurer Victoria Beatley clarified that each Executive Management
Team member receives $850 per fiscal year for Health and Wellness as part of their
approved employment agreements.
CITY MANAGER REPORT
City Manager Jill Ingram thanked the entire Executive Management Team and their
respective support staff for the dedication and commitment in completing the Proposed
Annual Budget, as well as the Capital Improvement Project budget documents, while
simultaneously managing a significant number of other projects. City Manager Ingram
applauded staff for their leadership, dedication, long hours and teamwork that was
necessary over the past five (5) months in an effort to complete the important Financial
Planning documents, which required a significant effort and is greatly valued and
appreciated. City Manager Ingram also thanked the Director of Finance/City Treasurer
Victoria Beatley and Finance Manager Alayna Hong for their patience, guidance and
exceptional finance and professional expertise in guiding the team through the process.
Finally, City Manager Ingram thanked and acknowledged the City Council for the
extremely undoubtedly tough financial decisions that they have faced over the last few
years. She thanked them for their continued policy guidance, support and wisdom as
City staff continue to move forward, which will continue to be instrumental in the team's
ability to present a balanced budget that reinstates previously unfunded essential
services and restores staffing levels that are critical in the City's ability to continue to
provide the expected high level of service to the community.
BUDGET WORKSHOP
Director of Finance/City Treasurer Victoria L. Beatley provided the 2019-2020 Fiscal
Year Budget PowerPoint presentation.
Director of Finance/City Treasurer Beatley introduced the item by summarizing the
following: Overview & Goals; General Fund Summary FY 2019/2020 Draft Budget,
Revenue Projections, Expenditure Estimates, Fund Balance & Reserves, Council
Comments/Questions, Public Comments and Conclusion.
Council Members asked questions, offered comments, discussed and received
clarification about the changes during the presentation.
City Manager Jill Ingram asked for clarification on any Council concurrence and
direction moving forward. Council Members agreed to move forward to hear and
discuss staff's presentation on the proposed Capital Improvements Project Budget
Workshop scheduled for June 5, 2019 at 5:30 p.m.

ADJOURNMENT
Mayor Moore adjourned the meeting at 9:43 p.m. to Wednesday, June 5, 2019 at 5:30
p.m. for a Special City Council Meeting — Budget Workshop, Capital Improvements
Projects.
