Mayor Pro Tem Sustarsic led the Pledge of Allegiance. ROLL CALL Present: Mayor Moore Council Members: Kalmick, Massa-Lavitt, Sustarsic Absent: Varipapa Mayor Pro Tem Sustarsic moved, second by Council Member Massa-Lavitt to approve the absence of Council Member Varipapa. AYES: Kalmick, Massa-Lavitt, Moore, Sustarsic NOES: None ABSENT: Varipapa ABSTAIN: None Motion carried City Staff: Craig Steele, City Attorney Jill R. Harper, City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS AND ORDINANCES No items were pulled from the Consent Calendar for separate consideration. City Clerk Gloria Harper read into the record that two (2) communications were received after the posting of the agenda regarding various agenda items that were distributed to City Council and made available to the public. Council Member Massa-Lavitt moved, second by Mayor Pro Tem Sustarsic to approve the agenda. AYES: Kalmick, Massa-Lavitt, Moore, Sustarsic NOES: None ABSENT: Varipapa ABSTAIN: None Motion carried PRESENTATIONS / RECOGNITIONS • Military Appreciation Month • Rip Current Awareness — June 2-8, 2019 • Drowning Prevention Awareness — May-October 2019 ORAL COMMUNICATIONS Mayor Moore opened oral communications. Speakers: Kelly Sandahl, Jonathan Waller, Olaina Anderson, Elizabeth Kane and Joyce Ross-Parque. Mayor Moore closed oral communications. CITY ATTORNEY REPORT City Attorney Steele had no comments. CITY MANAGER REPORT City Manager Ingram reminded everyone of the upcoming Budget Workshop scheduled for Wednesday, May 29, 2019 at 5:30 pm in the Council Chamber. COUNCIL COMMENTS Council Member Massa-Lavitt had no comments. Council Member Kalmick congratulated City staff on getting the Pier repaired to open on time. He informed the concerned citizens that the older planks that were not replaced prior to the opening were slated to be replaced, but due to the unavoidable delay of the ship transporting the lumber from Brazil, the work had to be delayed. He also noted that upon arrival of the lumber, the contractor will work on the Pier at night to complete the project prior to the official Ribbon Cutting Ceremony. Mayor Pro Tern Sustarsic reported that she attended the Be More Healthy Expo; Public Works Week celebration; Seal Beach Public Safety Award Breakfast; Active Shooter Training; Airport Land Use Committee meeting and a Memorial Day celebration sponsored by Grace Community Church and the Lions Club at Eisenhower Park. Mayor Moore reported that he attended the Memorial Day celebration of the Submarine Memorial at the Navy Base and the Be More Healthy Expo. He announced that the Seal Beach Police Department's Open House will take place on Saturday, June 1 , 2019 from 10 am — 2 pm and Coffee with a Cop in District Two is scheduled for Thursday, June 20, 2019 at Peet's Coffee in the Rossmoor Center at 5:30 pm. He also thanked David Spitz and City staff for getting the Pier completed on time and commended staff for completing the project six (6) months ahead of schedule. COUNCIL ITEMS There were no Council Items. CONSENT CALENDAR Council Member Kalmick moved, second by Council Member Massa-Lavitt, to approve the recommended actions on the consent calendar. A. Approval of City Council Minutes - That the City Council approve the minutes of the Closed Session/Regular City Council meeting held on May 13, 2019. B. Demands on City Treasury — (Fiscal Year 2019) — May 28, 2019 — Ratification C. Monthly Investment Report -April 30, 2019 - Receive and file. D. Professional Services Agreement with Steven Andrews Engineering for Engineering Services for the Bolsa Chica Water Supply Well Improvements - That the City Council adopt Resolution 6919 awarding and authorizing the City Manager to execute a professional services agreement with Steven Andrews Engineering to provide engineering services for the Bolsa Chica Water Supply Well Improvements for a not-to-exceed agreement amount of $42,840. E. Housing Element Annual Progress Report - That the City Council receive and file the Housing Element Annual Progress Report for 2018. F. Approval of the Local Hazard Mitigation Plan - That the City Council adopt Resolution 6920 approving the City of Seal Beach Local Hazard Mitigation Plan (LHMP).
