A RESOLUTION OF lHE CITY COUNCIL OF lHE CITY OF
SEAL BEACH APPROVING TENTATIVE PARCEL MAP 91-175
AND CERTIFYING ADOPTION OF NEGATIVE DECLARATION 6-
91, PERMITTING lHE SUBDIVISION OF A SINGLE
RESIDENTIAL LOT TO FOUR (4) RESIDENTIAL LOTS (112
CENTRAL AVENUE).
TIlE CITY COUNCIL OF lHE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
WHEREAS, on May 10, 1991, Annabelle and Robert Luraschi filed an application for Tentative
Parcel Map 91-175 with the Department of Development Services; and
WHEREAS, specifically, the applicants are requesting to subdivide the subject property from its
current one (1) residential lot to four (4) residential lots. The proposed lots will meet
City standards for lot size and area. In conjunction with the subdivision, the applicants
are proposing to demolish three (3) residential structures containing eight (8) dwelling
units and construct four (4) single family homes; and
WHEREAS, the subject property is located at the southwesterly comer of Central Avenue and Second
Street and has an area of 12, 056 square feet; and
WHEREAS, the subject property is legally described as:

CALIFORNIA; and
WHEREAS, the subject property currently contains three (3) scparate structures containing cight (8)
units. The most westerly structure, containing two (2) units, oonstru.cted in 1913, was
relocated to the site from Anaheim Landing in oonjunction with the establishment of the
Naval Weapons Station; and
WHEREAS, the above mentioned structure, the Krenwinklc House, according to the Woman's Club
of Seal Beach, is one of the len (10) oldesl exisling houses in the City; and
WHEREAS, Staff has prepared an initial environmental assessment and proposed Negative
Declaration 6-91 as required by the California Environmental Quality Act (CEQA). Staff
received comments back from several governmental entities all expressing no concern
with the proposed subdivision; and
WHEREAS, a duly noticed public hearing was ,held by the Planning Commission on June 19, 1991 to
consider Tentative Parcel Map 91-175; and
WHE.REAS, The Planning Commission received the staff report and public testimony from the
applicant's representative, witl. no other persons speaking in favor of or in opposition to
the subject request; and

WHEREAS, the Planning Commission made the following fmdings and approved the subject Tentative
Parcel Map request on June 19, 1991 by unanimous vote:
1. The site is physically suitable for the proposed development; the land is flat and
is located within a developed area with all required infrastructure.
2. The site is suitable for the proposed density of development; other projects of
similar density have been constructed in the vicinity of the site and are
compatible.
3.
The proposed development is less intense than presently allowed for under the
City's zoning ordinance.

4.
The design of the subdivision is not likely to cause substantial environmental
damage.
5. The design of the subdivision is not likely to cause serious public health problems
due to the fact that all necessary infrastructure (i.e. utilities, streets and other
City services) presently serve the site.
6. The discharge of waste from the subdivision into the existing community sewer
system will not violate existing requirements prescribed by the local Regional
Water Quality Cqntrol Board; and
WHEREAS, the City Council noticed a public hearing on July 22, 1991; aDd
WHEREAS, the City Council received into evidence the Report of the Planning Commission,
including the Staff Report dated June 19, 1991, Planning Commission Resolution No.
1636, and the Minutes of the Planning Commission meeting of June 19, 1991. In
addition, the City Council considered all written and oral evidence presented at the time
of the public hearing; and
WHEREAS, at the conclusion of the public hearing, based upon the evidence presented, the City
Council determined to certify Negative Declaration No. 6-91 and approve Tentative
Parcel Map 91.175 subject to certain terms and conditions, fmding that it is infeasible to
provide replacement low- and moderate-income housing and determining this project is I
not required to comply with the provisions of Government Code Section 65590( d) due to
the exclusion of Government Code Section 65590(b)(1) since the project involves the
demolition of 10 or fewer dwelling units..
NOW, TIIEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach does hereby
certify Negative Declaration 6-91 and approve Tentative Parcel Map 91-175, subject to the following
conditions:
1. Tentative Parcel Map 91-175 is approved for the subdivision of a 100' x 120.56' lot into four (4)
30.14' x 100' lots.
2. The Krenwinkle House shall be'donated to the City, at no cost to the City, for public use,
preferably as a museum, subject to the City's ability to locate and secure a new site for the
structure.
3. The applicants shall reconstruct the existing concrete alley approach on Second Street and
Central Avenue per City standards.
4. The applicants shall remove existing driveway openings and the parkway 2.5 feet width of
concrete along Second Street and Central Av~nue and replace with standard curb and gutter
Type "0", backfill with suitable materials and sod. Alternative methods of drainage retention
may be substituted, upon approval of the Engineering Department.
5. Curb opening or curb cuts are not allowed. The lhree (3) existing curb cuts must be abandoned.

The corner cut-off shall have a curb return radius of 25 feet.

The applicants shall plant one street tree on the parkway for each lot.
8. Improve drainage on Central Avenue. Run off shall be taken to the curb and gutter and picked
up by an approved system.
9. Each separate unit shall be provided with separate service and meters (water, electric, gas and
telephone).
10. Constructlinstall utilities including cable 1V underground.
11. Engineered street plans shall be submitted for approval. .

12. The applicants shall comply with the City's Subdivision Ordinance requiring land dedication, or
fee in lieu thereof. A fee of $10,000 per lot ($40,000 total) shall be paid to the City in a lump
sum prior to the receiving a rmal inspection for the first dwelling unit in the development.
13. The applicant shall comply witb all conditions of approval imposed by the Orange County Fire
Department including tbe following:

Prior to the recordation of a final parcel map, water improvement plans sball be
submitted to and approved by the Fire Chief for adequate fire protOCtiOD and financial
security posted for tbe installation. The adequacy and reliability of water system design,
location of valves, and the distribution of rlIe hydrants will be evaluated and approved by
the Chief.
B. Prior to issuance of any building permits for combustible construction, evidence that a
water supply for fire protection is available sball be submitted to and approved by the
Fire Chief. Fire hydrants shall be in place and operational to meet requirements and
fire-flow prior to commencing combustible materials.
C. Prior to issuance of any building pennits, all underground piping for automatic rlIe
extinguishing systems shall be approved. Plans for an automatic rlIe extinguishing system
shall be approved by the Fire Chief prior to installatioIl. Such systems shall be
operational prior to the issuance of a certificate of use and occupancy. All structures
sball be fitted with fire sprinklers.
D. Prior to the issuance of any certificates of use and occupancy, all rlIe bydrants sball bave
a "Blue Reflective Pavement Marker" indicating its location on tbe street or drive per
Orange County Fire Department standards.
14. The subject property is located within tbe Coastal Zone and is tberefore subject to the provisions
of Government Code Section 65590. However, upon a rmding of tbe infeasibility of providing
replacement housing, this project is not required to comply due to tbe exclusion of Government
~ Section 6559O(b)(1) since the project involves tbe demolition of 10 or f~er dwelling units.
