Subject: RESOLUTION FOR ARTERIAL HIGHWAY
REHABILITATION PROGRAM (AHRP)
SUMMARY OF REQUEST:
The proposed action will pass a resolution approving the submittal of improvement projects to
the Orange County Transportation Authority (OCTA) for funding under the Combined
Transportation Funding Program.
DISCUSSION:
In 1999, OCTA issued a call for projects for the Arterial Highway Rehabilitation Program
(AHRP). Projects applications are being accepted for Fiscal Years 2000/2001 and
2001/2002. The AHRP was developed to address arterial needs in Orange County to
rehabilitate high volume roads identified on the Master Plan of Arterial Highways. Funds
are available to cities on a competitive basis. Selection will be based upon a point system
for traffic volume, pavement quality, cost benefit and matching funds.
As part of the application, OCTA requires the City to pass a resolution approving the
submittal of improvement projects to the Orange County Transportation Authority (OCTA)
for funding under the Combined Transportation Funding Program.
Staff has submitted two projects to OCTA for this program: Rehabilitation of Lampson
Avenue: Seal Beach Boulevard to Candleberry Ave and Rehabilitation of Lampson
Avenue: Candleberry Avenue to 600' east of Tulip Street. Both sections have not received
major maintenance and are in need of repair and rehabilitation.
This program would give the City an approximate dollar for dollar match of City funds.
The City can use its local Gas Tax and Measure M money for the matching funds.
Timely maintenance and repair strategies avoid costly major reconstructions. According to
the American Public Works Association, every dollar spent performing timely maintenance

would cost five dollars if deferred to the point of reconstruction. However, every street
does have a limited design life and will eventually need to be reconstructed.
FISCAL IMPACT
No fiscal impact at this time. If the City is successful in the competitive process for the
Lampson Avenue projects, matching funds will need to be budgeted (Seal Beach
Boulevard to Candleberry Ave: $330,000 for FY 2000/2001 and Candleberry Avenue to
600' east of Tulip Street: $400,000 for FY 2001/2002). It is expected that these monies
would be budgeted from Gas Tax and Measure M Local Turnback.
RECOMMENDATION
Upon motion of the consent calendar, it is recommended that the City Council:
Adopt the attached resolution approving the submittal of improvement projects to the Orange
County Transportation Authority (OCTA) for funding under the Combined Transportation
Funding Program.
