Subject: PROGRAM SUPPLEMENT AGREEMENT TO MASTER
AGREEMENT FOR FEDERAL PROJECTS
SUMMARY OF REQUEST:
The proposed City Council action will authorize the Director of Public Works to sign program ,\
supplement agreements to the City's Master Agreement for Federal Projects.
DISCUSSION:
In January 1999, Council authorized the City Manager to execute the Master Agreement between
the City and the State of California for Federal Funds on local transportation projects. The Master
Agreement sets the overall conditions for the City to receive Federal-aid funding, administration
and oversight requirements, and city reimbursement rates.
Program supplements is the process by which the City receives reimbursements for funding
allocation within the State approved budget for specific projects. These are basically
augmentations to the Master Agreements for individual federal aid projects. Program supplements
are required for each phase of a project including Preliminary Engineering, Right-of-Way,
Construction Engineering, and Construction.
Currently, the City needs to execute two new program supplements for preliminary engineering
portions of the upcoming Seal Beach Boulevard Overlay from Beverly Manor Road to
Westminster and Westminster to Adolfo Lopez. This resolution will authorize the Public Works
Director to execute the paperwork necessary for the City to receive its federal reimbursement
funding for these two supplements and future supplements in accordance with Master Agreement
approved by Council.
FISCAL IMPACT:
No fiscal impact. Amounts for the projects are approved during the budget process.

RECOMMENDATION:
Staff recommends upon a motion of the consent calendar that the City Council approve the
attached resolution, authorizing the Director of Public Works to sign Program Supplement
Agreements to the City's Master Agreement for Federal Projects
