Badum, Director of Public Works/City Engineer Subject: AWARD OF CONSTRUCTION CONTRACT FOR THE CONSTRUCTION OF THE SEWER MAIN LINE ON SEAL BEACH BOULEVARD, PROJECT NO. 814 SUMMARY OF REQUEST: The proposed City Council action will award a construction contract for the construction of the sewer mainline on Seal Beach Boulevard, Project No. 814, to the lowest responsible bidder, Majich Bros. Inc., in the amount of$993,811 and authorize the City Manager to execute same. DISCUSSION: On March 27, 2000, City Council approved plans and specifications for the construction of the sewer mainline on Seal Beach Boulevard, Project No. 814. This proposed project would replace the existing sewer force main on Seal Beach Boulevard from Catalina Avenue to Westminster Avenue. This line is in poor condition and is seriously deteriorating and warrants timely action. This project also needs to be completed prior to the paving project which is scheduled to take place on Seal Beach Boulevard as part of the Federal AHRP program. Due to new State regulations, OCTA has informed the City that no extensions will be granted for the paving projects. At the March 27, 2000 meeting, Staff requested that the bidding process occur simultaneously with the Sewer Rate process so that a construction contract can be awarded if the sewer rate re-structuring is successful. The timely start of this project will permit the paving project to be awarded in June which will comply with the State expenditure requirements. The plans and specifications were completed by AKM and the projected is estimated to cost $1,400,000. Inc. $1,984,760.00 City staff has reviewed references and recommends that the construction contract for Sewer Mainline on Seal Beach Boulevard, Project#814, be awarded to the lowest responsible bidder, Majich Bros. Inc., in the amount of$993,811. Management and inspection of the construction will be performed by the City's Public Works contract engineering and inspection staff. FISCAL IMPACT: Sewer enterprise funds will be available upon successful implementation of the City's Sewer Rate re-structuring. If the City's Sewer Rate re-structuring is not adopted, this project cannot be awarded due to insufficient funding. RECOMMENDATION: Upon adoption of the proposed Sewer Rate Re-structuring, Staff recommends that the City Council : 1. Award a contract for the construction of Sewer Mainline on Seal Beach Boulevard, Project #814, to the lowest responsible bidder, Majich Bros. Inc., in the amount of$993,811; and 2.
