Subject: AWARD OF CONSTRUCTION CONTRACT FOR THE
CONSTRUCTION OF SEAL BEACH BOULEVARD MEDIAN
IMPROVEMENTS, PROJECT NO. 706
SUMMARY OF REQUEST:
The proposed City Council action will award a construction contract for the construction of the
Seal Beach Boulevard Median Improvements, Project #706, to the lowest responsible bidder,
Excel Paving Co., in the amount of$104,180 and authorize the City Manager to execute same.
DISCUSSION:
On March 27, 2000, City Council approved plans and specifications for the construction of the
Seal Beach Boulevard Median Improvements, Project#706. This proposed project will construct
median islands along Seal Beach Boulevard from Bolsa Avenue to Adolfo Lopez Drive. The
project includes the removal of existing pavement and the construction of median curbs. Once
completed, the medians will be irrigated and landscaped by City forces in accordance with the
approved landscape plan which is currently under design.
On April 25, 2000, the following bids were received and opened by the City Clerk:

Boulevard Median Improvements, Project#706, be awarded to the lowest responsible bidder,
Excel Paving Co., in the amount of$104,180. Management and inspection of the construction
will be performed by the City's Public Works contract engineering and inspection staff.
FISCAL IMPACT:
Funds in the total amount of$100,000 are currently available within the City's Capital
Improvement program budget to construct these improvements with an additional amount of
$250,000 from the State Environmental Enhancement Mitigation (EEM) grant. Additionally, the
Hellman Ranch development project will be contributing $100,000.
RECOMMENDATION:
Staff recommends that the City Council :
1. Award a contract for the construction of Seal Beach Boulevard Median Improvements, Project
#706, to the lowest responsible bidder, Excel Paving Co., in the amount of$104,180; and
2. Authorize the City Manager to execute the contract for the Seal Beach Boulevard Median
Improvements, Project#706.
