Badum, Director of Public Works/City Engineer Subject: PROFESSIONAL ENGINEERING SERVICES SEAL BEACH BOULEVARD / WESTMINSTER AVENUE INTERSECTION IMPROVEMENTS, PROJECT #665 SUMMARY OF REQUEST: The proposed professional engineering services contract will provide planning, environmental, and engineering services in conjunction with the City's planned Seal Beach Boulevard/Westminster Avenue Intersection Improvements, Project, #665. This design services contract was previously awarded to Tetra Tech Engineers but has been terminated due to personnel changes. DISCUSSION: The City is proceeding with a project to improve the intersection of Seal Beach Boulevard and Westminster Avenue to accommodate existing and future traffic needs. The project will include additional turning lanes, traffic signal, median, and alignment improvements. Due to the complexity and City staffing limitations, staff originally retained Tetra Tech, Inc. to provide project development and environmental services. The City's contract allows the City to terminate the professional services agreement if there are substantial personnel changes made to project team. Several key members of the design team have left this firm and moved to a new firm. City staff recommends that the contract be reassigned to the new firm, Metro Pointe Engineers, to maintain project continuity and schedule. The project is funded by Measure M funding allocations and OCTA concurs with this recommendation. The project will include the design of additional westbound and eastbound left turn lanes on Westminster Avenue, an additional southbound left turn lane on Seal Beach Boulevard, and modification of the traffic signal system with an interconnect to the existing signal on Westminster Avenue at Kitts Highway. The proposed scope of work will include the following: 1 AGENDA ITEM Engineering Services-Seal Beach Blvd./Westminster Ave. Project City Council Staff Report May 8,2000 • Task 1 —Existing Data Research and Investigation; • Task 2— Aerial/Ground Topographic Mapping; • Task 3 —Utility Study and coordination; • Task 4 —Geotechnical Investigation and Evaluation; • Task 5 —Drainage Review& Design; • Task 6—Right of Way Study and Documents; • Task 7—Highway Geometric Design; • Task 8 —Plans, Specifications, and Cost Estimate. • Task 9— Alignment Study A proposal has been obtained from Metro Pointe Engineers to perform the proposed services at a fixed amount not to exceed $69,000. Staff has reviewed the proposal and finds that the costs are based on appropriate manpower estimates and competitive hourly rates. FISCAL IMPACT Funds for the proposed work, $69,000, are presently available within the City's 1999/2000 budget. This phase of the project will be fully funded under the Measure M Growth Management Area program and Intersection Improvement Program. The future construction of this project will be fully funded by additional Measure M funds under the Intersection Improvement Program. RECOMMENDATION City Staff recommends that the City Council: 1. Terminate the existing professional services agreement with Tetra Tech, Inc. and: 2. Authorize the City Manager to execute a professional services agreement with Metro Pointe Engineers to provide professional engineering services in conjunction with the City's planned Seal Beach Boulevard/Westminster Avenue Intersection Improvement Project#665 at a cost not to exceed $69,000.
