Till, City Manager From: Steve Cushman, Lifeguard Chief SUBJECT: BEACH LIFEGUARD SERVICES CONTRACT FOR THE NAVAL WEAPONS STATION SUMMARY OF REQUEST That council approve a contract between the Quality of Life Department of the United States Navy and the City of Seal Beach Lifeguard Department for summer lifeguard services, provided by the Seal Beach Lifeguard Department at the Seal Beach Naval Weapons Station. This will be the second summer that the Lifeguard Department will provide service to our neighbors at the Naval Weapons Station. BACKGROUND In prior years, the Quality of Life Department of the United States Navy has contracted with a private company for beach lifeguard services at Barney's Beach located within the Naval Weapons Station. Lifeguard services will be provided inside Anaheim Bay, and for the purpose of this report, will be referred to as Barney's Beach. This strand of beach is a 200 yard extension of the City's East Beach separated from public access by a chain link fence. The Quality of Life Department of the Navy and the City of Seal Beach will be entering into a Recreation Service Contract for a Beach Lifeguard subject to the provisions set forth herein: 1. The City of Seal Beach Lifeguard Department agrees to the following: A. Provide all necessary lifeguard services, first-aid and lifesaving equipment as well as administrative fees to be included in "unit price" of$21.17 per hour. B. Deploy a supervisory lifeguard for situations requiring back-up. C. Provide a "break guard" (substitute)for the lifeguard on duty while he/she takes any necessary breaks. D. Six hour shifts from 1000-1600 (unless specified otherwise). E. Scheduled work days are Saturdays, Sundays, and Holidays from May 25th through September 10th. Agenda Item: Page 2 2. Special events are included within the scope of the contract.. 3. The Government may extend the terms of this contract by written notice to the City of Seal Beach 30 days before the contract expires. The total duration of this contract, including the exercise of any options, shall not exceed 4 years. FISCAL IMPACT The Naval Weapons Station will pay up to $5,588.88 to the City for summer lifeguarding services. (33 eight hour days or 264 hours at a "unit price" of$21.17/hour= $5,588.88. The "unit price" will increase each year on a negotiated basis. RECOMMENDATION Upon approval of consent calendar, approve and authorize contract for Beach Lifeguard services at Barney's Beach.
