Badum, Director of Public Works/City Engineer Subject: AUTHORIZE CITY MANAGER TO EXECUTE ORANGE COUNTY SANITATION DISTRICT COOPERATIVE PROJECTS PROGRAM CONTRACTS: CP - 9911, CP - 9912, CP - 9913 GENERAL DESCRIPTION The proposed action will authorize the City Manager to execute the program contracts with the Orange County Sanitation District (OCSD) for funding under the Cooperative Projects Program. DISCUSSION: Last year, the District issued a call for projects for its first time Cooperative Projects Program. This program, offers to co-fund projects sponsored by the Agencies that want to eliminate or reduce inflow and/or infiltration (UI) of wastewater from local wastewater collection lines into District facilities. The program also allows for the repair or replacement of poor performing and aging wastewater collection system infrastructure. The OCSD funds projects by either contributing up to 50% matching funds against City funds applied to a project, granting a low interest loan (3%) to fund a portion of the project, or a combination of contribution and low interest loan. Approximately $5 million was available to Cities on a competitive basis with other agencies within the District's service area. Selection was based upon a point system for reduction of flow, funding type requested, project type, and existing ordinance requirements. Future plans by the District may include additional monies at $10 million a year for the next ten years. Staff submitted three projects in accordance with the guidelines. These projects include the phased replacement of the entire Old Town Sewer system (Phase 1 — Phase 5) to reduce infiltration, City's Sewer GIS system to more effectively plan and manage the City's sewer infrastructure, and the Sewer System Master Plan. This program provides the City an approximate dollar for dollar match of City funds. �/ Agenda Item /� Cooperative Projects Program City Council Staff Report May 22,2000 In August 1999, the City received notice from the committee that recommended funding of $126,900 for Old Town Sewer Replacement, $25,000 for the City's Sewer Master Plan, and $16,710 for GIS/Electronic Mapping of Sewer Infrastructure which the City will match with the recent purchase of its digital aerial photo. On April 27, 2000, the Orange County Sanitation District forwarded approved signed copies of the contract for execution by the City. As a part of the contract, OCSD requires that the City agree to adopt a Grease Ordinance (Uniform Plumbing Code, 1997 including specifically Chapter 10 and Appendix H, as a waste pretreatment/grease trap regulation). In coordination with the Engineering Division, the Development Services Department is preparing an ordinance to bring forward to City Council. Also, OCSD requires the City to reaffirm the adoption of the Best Management Practices (BMPs) for Water Conservation. The City has previously adopted Water Conservation BMPs within the City's Municipal Code (Chapter 26A, Conservation of Public Water Supply). As a member of Municipal Water District of Orange County (MWDOC), the City has previously committed to enact various programs in compliance with the Water Conservation BMPs. The majority of these programs, such as the Public Information, School Education, Retrofit, and Low Flow Toilet programs, are currently being provided for by MWDOC as the City's water wholesaler. FISCAL IMPACT The City has the matching funds available and budgeted in the Sewer Enterprise Fund for these projects. RECOMMENDATION It is recommended that the City Council: 1. Authorize the City Manager to execute the attached contracts with the Orange County Sanitation District for funding under the Cooperative Projects Program. 2.
