• May 22, 2000 STAFF REPORT TO: Mayor Campbell and Members of the City Council THRU: Keith R. Till, City Manager FROM: Nancy L. Beard, Director of Parks, Recreation& Community Services SUBJECT: Special Events Request SUMMARY OF REQUEST: For Council to provide preliminary approval for two special event requests and authorize staff to negotiate specific terms and conditions including fees for parking, filming, property use and promotional activities. One request is from BVA, Beach Volleyball America (the women's tour) and the second from the AVP, the Association of Volleyball Players, (the men's tour). BACKGROUND: Beach Volleyball America (BVA) This free event is slated for July 8th and 9th with set up and take down scheduled for July 5th, 6th, 7th and 10t. The tournament will be taped for television on Sunday and is expected to draw from 2,000 to 5,000 spectators. The Beach Volleyball America(BVA) is a new women's professional volleyball organization in the United States. Founded by Charlie Jackson, a highly successful entrepreneur from the software industry, BVA offers the elite beach volleyball athletes of the United States opportunities to compete on American soil and prepare for the Olympic Games in Sydney. The BVA tour will consist of 7 premier events held mainly in the southwest part of the country, specifically the California Coast. The venue will feature approximately 1500 bleacher seats as well as tents and staging. A site diagram is included with the permit information. The tour will pay all estimated fees prior to the start of the event and has made an application to the Coastal Commission. Agenda Item A /4 The AVP The Association of Volleyball Professionals is requesting a return to Seal Beach with a tournament slated for August 19th and 20t. Their set-up days would be August 17th and 18th with breakdown occurring on Sunday the 20th following the tournament. There are no plans for either bleachers or paid seating. They are requesting the use of the north side of the 8th Street parking lot for event support including; vehicles, toilets, a dumpster and a VIP tent. Sales may include tour souvenirs and possible Wilson volleyballs and sunglasses. Additional sponsors(food related) sampling may be available. The AVP will be given an estimated bill for expenses prior to the start of the tournament. No alcoholic beverages or advertising for same will be allowed. FISCAL IMPACT: These events if approved, will have no impact to the budget. Both applicants will reimburse all staffing fees incurred by the City. Fees for parking, property use and filming will be imposed as appropriate, RECOMMENDATION: It is recommended that the City Council approve the event applications as they are presented above, allowing the City Manager or his designee to finalize the specific conditions. These free, two-day events will each draw a crowd of approximately 2500-5000 people per day and will be televised by FOX Spurts Network. BVA will be using IMG Event Source to build the venue and handle all event set- up and operations. IMG is an experienced event production company and has partnered with the FIVB, USOC and USA Volleyball in previous beach volleyball events. The venue will feature approximately 1500 bleacher seats as well as tents and staging. Set up will begin the Wednesday before the event and tear-down will conclude by the following Monday.
